Waive first reading and introduce an ordinance repealing Article II (Redwood <br />City Fire Code) of Chapter 12 (Fire Prevention) of the Redwood City Code (except <br />Section 12.7.1) and adopting the new Article II of the Chapter 12 adopting Title <br />24, Part 9 of the California Code of Regulations, namely the 2025 California Fire <br />Code together with Non-building standards of 2024 International Fire Code, <br />certain local amendments, exceptions, modifications and additions thereto; and <br />5. Set a Public Hearing on the second reading and adoption of the Ordinances on <br />September 29, 2025. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />11.STAFF REPORTS - None <br />12.STUDY SESSIONS Page 305 <br />12.A.Study Session on the 910 Marshall project, a Downtown Planned Community <br />Permit application for a State-licensed senior residential care facility with 222 <br />units (consisting of 188 market rate independent living units and 34 assisted <br />living and memory care units), 1,210 sq. ft. of retail, and 95 parking spaces on <br />one lot totaling 1.08 acres. The applicant is seeking waivers under the State’s <br />Density Bonus law for height (up to 250 ft. and 21 stories) and several other <br />zoning requirements in the Downtown Precise Plan (DTPP) and General Plan. <br />Recommendation: <br />Receive public comment and preliminary City Council input on the project <br />application.
