Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />On July 2, 2025, staff issued a Notice Inviting Bids (NIB) that was published in the San Mateo Daily Journal <br />and posted on the City’s website. Staff also notified multiple prospective bidders of the NIB, and one bid <br />was received by the July 23, 2025, submission deadline. <br />ANALYSIS <br />Staff requested that bidders provide hourly rates for routine and emergency services and the percent <br />markup to be applied to the cost of parts. Bidders were given estimated quantities of hours and parts <br />costs to identify the lowest bidder. Hourly rates were required to meet all prevailing wage requirements <br />as outlined in the City’s standard Agreement for Services. A sample agreement was provided to all <br />prospective bidders with the NIB. Bidders were also required to be able to respond to emergency service <br />requests after hours and on weekends within one hour of receiving notification from the City. The bid <br />results are summarized below. <br />Bidder Total Bid Amount <br />R&S Erection North Peninsula, Inc.$104,500 <br />As seen above, R&S Erection North Peninsula, Inc. (R&S) is the lowest responsive and responsible bidder. <br />Based on staff’s knowledge of this industry, the rates provided by R&S are competitive compared to rates <br />charged by vendors providing similar services in the region. Staff has worked with R&S over the past <br />decade, and they have proven capable of meeting the City’s needs. <br />Staff recommends approval and authorization for the City Manager to execute a one-year Agreement for <br />Services with R&S Erection North Peninsula, Inc. for overhead door maintenance services in an amount <br />not to exceed $100,000, including City Manager authority to extend the agreement for two additional <br />two-year terms, in an amount not to exceed $215,250 for the first extension term and $237,315 for the <br />second extension term, for a total contract amount not to exceed $552,565. <br />FISCAL IMPACT <br />This agreement will span multiple fiscal years. Staff will allocate funds from the PWS operating budget <br />based on the adopted budgets for each fiscal year on an as-needed basis. <br />ENVIRONMENTAL REVIEW <br />This project meets the CEQA exemption criteria as set forth in CEQA Guidelines Section 15301 (Class 1- <br />Existing Facilities) in that it involves the maintenance of existing City facilities with negligible or no <br />expansion of use. <br />8.E. - Page 2 of 41 <br />59
