ATTY/RESO.0095/CC RESO SUPPORT AND AUTHORIZING GRANT APPLICATION AND ACCEPTANCE (JEFEERSON AVE) <br />REV: 08-29-25 MI <br />Page 1 of 2 <br />RESOLUTION NO. 16352 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY SUPPORTING THE JEFFERSON AVENUE TRAFFIC SAFETY <br />IMPROVEMENT PROJECT AND AUTHORIZING SUBMITTAL OF AN <br />APPLICATION FOR THE SAN MATEO COUNTY TRANSPORTATION <br />AUTHORITY’S 2025 MEASURE A AND MEASURE W HIGHWAY <br />PROGRAM CALL FOR PROJECTS AND AUTHORIZE THE CITY <br />MANAGER OR THEIR DESIGNEE TO EXECUTE ALL GRANT <br />DOCUMENTS NECESSARY TO SECURE GRANT FUNDS OF FOUR <br />MILLION DOLLARS <br />WHEREAS, Jefferson Avenue traffic safety improvement was identified as a <br />community top-priority project in Redwood City’s adopted Walk Bike Thrive Plan; and <br />WHEREAS, staff has been working on the planning phase of the project; and <br />WHEREAS, it will cost $7.5 Million to implement the full project scope; and <br />WHEREAS, the City of Redwood City wishes to sponsor the implementation of the <br />project’s engineering design and construction phases; and <br />WHEREAS, the City of Redwood City seeks $4 Million for the project’s engineering <br />design and construction phases; and <br />WHEREAS, the San Mateo County Transportation Authority (TA) issued a Call for <br />Projects for the 2025 Measure A and Measure W Highway Program on July 11, 2025; <br />and <br />WHEREAS, the TA requires the Sponsor's governing board to adopt a resolution: <br />1.Supporting the Project and application for $4 Million in TA Measures A and <br />W Highway Program funds for Project; <br />2.Committing the Sponsor to the begin work within one year of an award and <br />to the completion of the requested scope of work for the Project, including the <br />commitment of the 10% required matching funds in the amount of $400,000 <br />needed for implementation; <br />3.Certifying that any funds awarded by the TA will be used to supplement <br />existing funds for program activities, and will not replace existing funds or <br />resources; and <br />4.If funds are awarded, authorizing the City Manager, or designee, to sign a <br />supplemental agreement and any amendments of the TA’s Primary Grant <br />Agreement with the TA for TA Measures A and W Highway Program funding for
