Funds for the Redwood Creek Channel <br />Improvement Near 1180 Main Street Project are available in the Capital Outlay Fund (Fund 357) – <br />Redwood Creek and Channels Program with an available balance of $1,191,666 as of September 8, 2025. <br />Available funding for this project is shown in Table 2. <br />Table 2: Project Budget <br />Design and construction administration by Wood Rodgers, subtotal $203,412 <br />Contingency (10 percent)$20,342 <br />Contract Administration*$20,342 <br />Total design cost $244,094 <br />Available program balance $1,191,666 <br />*Contract administration fees estimated at $20,342 are included within the program’s estimated budget. <br />These fees cover Engineering and Transportation staff time for contract management, which is essential <br />to keeping the project on schedule and within the dedicated contract budget. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under the California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, Section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose not to authorize the execution of the agreement per staff recommendation, <br />and/or direct staff to pursue alternative means to seek the services needed. Alternatives may include: <br />1. Not execute the agreement with Wood Rodgers, Inc., and re-issue the RFSOQ/RFP/SRS for <br />another consultant selection: this alternative would add additional time to the expected <br />completion of the project. <br />2. Rescope the RFSOQ/RFP/SRS to combine design services and construction administration with <br />another creek repair location. This action would likely increase the dollar amount of work and <br />potentially interest from consultants. It would also add additional time to the expected <br />completion of the project, as staff would need to evaluate various sites and draft a new <br />RFSOQ/RFP/SRS. <br />7.B. - Page 3 of 25 <br />13
