City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
FISCAL IMPACT
There is no General Fund impact associated with this contract. Funds for the Redwood Creek Channel
Improvement Near 1180 Main Street Project are available in the Capital Outlay Fund (Fund 357) –
Redwood Creek and Channels Program with an available balance of $1,191,666 as of September 8, 2025.
Available funding for this project is shown in Table 2.
Table 2: Project Budget
Design and construction administration by Wood Rodgers, subtotal $203,412
Contingency (10 percent)$20,342
Contract Administration*$20,342
Total design cost $244,094
Available program balance $1,191,666
*Contract administration fees estimated at $20,342 are included within the program’s estimated budget.
These fees cover Engineering and Transportation staff time for contract management, which is essential
to keeping the project on schedule and within the dedicated contract budget.
ENVIRONMENTAL REVIEW
This activity is not a project under the California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, Section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
ALTERNATIVES
The City Council may choose not to authorize the execution of the agreement per staff recommendation,
and/or direct staff to pursue alternative means to seek the services needed. Alternatives may include:
1. Not execute the agreement with Wood Rodgers, Inc., and re-issue the RFSOQ/RFP/SRS for
another consultant selection: this alternative would add additional time to the expected
completion of the project.
2. Rescope the RFSOQ/RFP/SRS to combine design services and construction administration with
another creek repair location. This action would likely increase the dollar amount of work and
potentially interest from consultants. It would also add additional time to the expected
completion of the project, as staff would need to evaluate various sites and draft a new
RFSOQ/RFP/SRS.
7.B. - Page 3 of 25
13
