Engineering staff contracted with Wood Rodgers, Inc. to perform a structural assessment at <br />this location. Their May 2023 report recommended full replacement of approximately 170 linear feet (LF) <br />of typical trapezoidal channel sections, as well as monitoring adjacent sections near Lathrop Street and <br />near Maple Street. Following the recommendations, the Engineering and Transportation and Public Works <br />Services Departments monitored and performed an annual cleanup at this location. <br />Full replacement of the concrete-lined channel is governed by the three environmental maintenance <br />agency permits below. These permits protect the quality of water transported by channels that eventually <br />discharge into the San Francisco Bay. <br />U.S. Fish and Wildlife Service (USFWS) Extension of Lake or Streambed Alteration Agreement – <br />Notification No. 1600-2014-0373-R3 - Redwood Creek Wall Routing Maintenance Project <br />California Regional Water Quality Control Boards – Clean Water Act Section 401 Water Quality <br />Certification and Order for the Redwood City Creek Maintenance Project <br />The U.S. Army Corps of Engineers – Department of the Army Nationwide Permit (NWP) 3(c) <br />Maintenance (86 Fed. Reg. 73522, December 11, 2021), pursuant to Section 404 of the Clean <br />Water Act (CWA) of 1972, as amended (33 U.S.C. 1344 et seq.)- SPN-2014-00340S <br />The U.S. Fish and Wildlife Service (USFWS) maintenance permit expires on December 31, 2025. The <br />California Regional Water Quality Control Boards maintenance permit expires on March 14, 2026. The U.S. <br />Army Corps of Engineers-Section 404 of the Clean Water Act (CWA) permit expires on March 14, 2026. <br />ANALYSIS <br />Permanent rehabilitation of the creek at 1180 Main Street requires design by a structural engineer. <br />Engineering and Transportation advertised a Request for Statement of Qualifications (RFSOQ), Request <br />for Proposals (RFP), and Sealed Rate Schedules (SRS) for the Redwood Creek Channel Rehabilitation Near <br />1180 Main Street Project for design and construction administration services on April 18, 2025. The RFP <br />was advertised on the City’s website and via email to a list of consultants who have worked with the City <br />before or who have expressed interest in City projects. One response was received by the May 16, 2025 <br />deadline. Staff reviewed the proposal by Wood Rodgers, Inc.
