Page 1 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: September 29, 2025 <br />SUBJECT <br />City Council resolution accepting grant funds/services from the Metropolitan Transportation Commission <br />(MTC) to develop density standards and parking management standards consistent with MTC’s Transit- <br />Oriented Communities (TOC) Policy and authorizing participation in a multi-jurisdictional grand nexus and <br />feasibility study to confirm compliance with the TOC Policy <br />RECOMMENDATION <br />Adopt a resolution accepting grant funds and/or services from the Metropolitan Transportation <br />Commission (MTC) to develop density standards and parking management standards consistent with <br />MTC’s Transit-Oriented Communities (TOC) Policy and authorizing participation in a multi-jurisdictional <br />grand nexus and feasibility study to confirm compliance with the TOC Policy. <br />STRATEGIC PLAN GUIDING PRINCIPLES <br />Housing <br />Transportation <br />Economic Vitality <br />Sustainability <br />BACKGROUND <br />In September 2022, the Metropolitan Transportation Commission (MTC)—the transportation planning, <br />financing, and coordinating agency for the nine-county Bay Area—adopted the Transit-Oriented <br />Communities (TOC) Policy to support the region’s transit investments by creating vibrant communities <br />around transit stations and along transit corridors that not only enable transit ridership, but also are places <br />where Bay Area residents of all abilities, income levels, and racial and ethnic backgrounds can live, work, <br />and access services. The TOC Policy is comprised of numerous detailed policies related to development <br />density, housing affordability/access, commercial stabilization, parking management, and transit station <br />7.D. - Page 1 of 8 <br />146
