MTC has designated the Redwood City Caltrain Station and the .5 mile area around <br />it as a TOC Area within Transit Service Area Tier 3. <br />MTC administers various planning and infrastructure funding programs for the Bay Area including the One <br />Bay Area Grant (OBAG) funding program. Over the previous three OBAG funding cycles, Redwood City has <br />been awarded approximately $12 million from MTC for various roadway and traffic safety improvements <br />and pavement projects, including: <br />Middlefield Road streetscape improvements <br />Twin Dolphin Drive pavement improvements <br />Roosevelt Avenue Quick-Build Traffic Calming Project <br />Roosevelt Avenue Permanent Traffic Calming Project <br />Bay Road Complete Streets Rehabilitation Project <br />Housing Incentive Pool (HIP) Program for Complete Streets improvement projects (various <br />locations) <br />All agencies that receive funding through MTC are required to comply with MTC’s current policies related <br />to land use, transportation, housing, and air quality. <br /> <br />Starting with the next OBAG cycle scheduled to begin in 2026 (OBAG 4), eligibility for OBAG funding—and <br />potentially eligibility for other regional funding programs through MTC—will be dependent on local <br />jurisdictions’ implementation of MTC’s TOC policies. MTC released draft administrative guidance to public <br />agencies on how to interpret and implement the TOC policies in October 2023 and Redwood City staff <br />began analyzing the guidance earlier this year to understand where City policy is already aligned. MTC <br />finalized the TOC policy Administrative Guidance in September 2024 and on September 30, 2024, MTC <br />released a call for applications for TOC Planning and Implementation Grants to support local Bay Area <br />jurisdictions in planning for and implementing the TOC policies. The $20 million MTC allocated for this <br />grant opportunity was available through a competitive application among the 62 Bay Area jurisdictions <br />with a designated TOC area. Applications were due to MTC by November 22, 2024. <br />As Redwood City is not fully compliant with the TOC Policy in the areas of development density, parking <br />management, and housing affordability, the City Council adopted Resolution 16258 authorizing City staff <br />to submit three separate applications for funding to MTC through the TOC Planning and Implementation <br />Grants program to develop proposed plans, policies, and/or zoning code amendments that would bring <br />Redwood City into full compliance in these topic areas, including one joint application in collaboration <br />with six other San Mateo County jurisdictions that was submitted by the City of Belmont on behalf of all <br />the other jurisdictions. On February 14, 2025, the MTC Planning Committee approved grant awards for <br />Redwood City in response to all three of the grant applications City staff submitted, as follows: <br />$350,000 in the development density category <br />$300,000 in the parking management category <br />$500,000 in the housing affordability category, which will be shared among Redwood City and six <br />other San Mateo County jurisdictions to fund a multi-jurisdictional grand nexus and feasibility <br />7.D. - Page 2 of 8 <br />147
