In addition to ensuring the grand nexus and feasibility study are consistent with the TOC <br />Policy, this effort would update Redwood City’s current nexus study which is 10 years old. <br />ANALYSIS <br />Per MTC requirements, jurisdictions planning to accept TOC Planning and Implementation Grant awards <br />must adopt a City Council resolution of local support and submit it to MTC by September 30, 2025. The <br />resolution prepared for City Council consideration and included with this staff report as Attachment A is <br />based on a model resolution provided by MTC and states a commitment by the City to complete the work <br />outlined in the City’s grant applications and an intention to consider adopting relevant plans, policies, <br />and/or zoning updates to comply with the TOC Policy requirements. The work anticipated for each of the <br />grant award topic areas are summarized as follows: <br />Development Density Scope of Work <br />Identify and analyze Zoning Code updates necessary to meet the TOC minimum density <br />requirement, which may include increases to minimum residential and commercial development <br />density within .5 mile of the Redwood City Caltrain Station <br />Community engagement <br />Draft recommendations and Zoning Code updates to meet TOC policies <br />Consideration of Planning Commission recommendation and City Council approval <br />Parking Management Scope of Work <br />Identify and analyze Zoning Code updates necessary to meet the TOC maximum parking <br />requirement, which may include new maximum parking requirements to reduce parking <br />permitted in new residential and commercial development within .5 mile of the Redwood City <br />Caltrain Station <br />Community engagement <br />Draft recommendations and Zoning Code updates to meet TOC policies <br />Consideration of Planning Commission recommendation and City Council approval <br />Housing Affordability Scope of Work <br />Obtain an updated residential nexus study that is consistent with the TOC policy to enable <br />jurisdictions to charge an affordable housing impact fee on residential development, particularly <br />small residential projects <br />Obtain a residential feasibility study that is consistent with the TOC policy to support inclusionary <br />housing requirements, including a sensitivity analysis and recommendations for affordability <br />levels and percentage requirements <br />Obtain a commercial nexus study that is consistent with the TOC policy to enable jurisdictions to <br />charge an affordable housing impact fee (also known as a commercial linkage fee) on <br />nonresidential development <br />7.D. - Page 3 of 8 <br />148
