Page 4 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Obtain a commercial feasibility study that is consistent with the TOC policy including a sensitivity <br />analysis and customized commercial linkage fee recommendations <br />FISCAL IMPACT <br />If the City Council adopts the resolution to accept the grant from the Metropolitan Transportation <br />Commission (MTC), the City would receive up to $650,000 in grant funds and/or services to support staff <br />and/or consultant work related to the proposed studies outlined in this staff report. These funds will <br />support community engagement, policy analysis, and the development of recommendations for updates <br />to City plans, policies, and the Zoning Code. <br />Adoption of the resolution would also authorize the City’s participation in a multi-jurisdictional grand <br />nexus and feasibility study in coordination with six other San Mateo County jurisdictions, funded in part <br />through a $500,000 joint grant for which the City of Belmont is serving as the grant sponsor and will be <br />managing grant reimbursement with MTC on behalf of the other jurisdictions. It is anticipated that each <br />jurisdiction will be responsible for contributing approximately $35,000 beyond the grant award in order <br />to fully fund the study. As Redwood City had budgeted $100,000 toward this effort to be paid via Housing <br />Impact Fees, the City would save approximately $65,000 as a result of receiving the MTC grant. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. The proposed action is administrative and does <br />not authorize any construction or other activities that would impact the environment. Future <br />discretionary actions implementing the TOC Policy, including any Zoning Code updates, would undergo <br />environmental review if and when brought to the City Council for approval. <br />ALTERNATIVES <br />The City Council may elect not to adopt the resolution accepting MTC funding through the MTC TOC <br />Planning and Implementation Grant program. <br />ATTACHMENTS <br />Attachment A – Resolution authorizing acceptance of MTC funding through the TOC Planning and <br />Implementation Grant program <br />7.D. - Page 4 of 8 <br />149
