Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Under the terms of this agreement, employees receive annual cost of living (COLA) increases, with <br />the exception that the 2025 salary increase for POA was to be based on market mean/median as <br />determined through a compensation survey for comparable cities based on data available as of <br />September 1, 2025, with a minimum of a three percent (3%) increase and a maximum of a five <br />percent (5%) increase. The survey has been completed and a 3% market increase is required to fulfill <br />the terms of the agreement. <br />ANALYSIS <br />The City currently has multi-year agreements with employee organizations that govern employee <br />compensation. All represented employees, confidential employee group, and unrepresented <br />executive management employee group are receiving COLAs in Fiscal Year 2025-26 under the terms <br />of these agreements. The proposed market increase for the POA fulfills the terms of the <br />Memorandum of Understanding (MOU) with the POA and is included within the FY 2025-26 approved <br />Budget. <br />Based on the results of the compensation survey for comparable cities, the recommended market <br />increase of three percent (3%) effective retroactive to September 8, 2025 is in accordance with <br />Memorandum of Understanding (MOU) requirements for POA. Salary for unrepresented Police <br />Officer Trainee classification will be increased appropriately to retain alignment with steps 1-3 of <br />Police Officer classification. <br />FISCAL IMPACT <br />The formula for calculating the market increase was previously approved by the City Council in 2024, <br />and funds are included in the Fiscal Year 2025-26 approved Budget. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />7.F. - Page 2 of 14 <br />183
