The
CDBG and HSFA programs provide funding for essential services that assist some of the most in-need
residents in the City. The workplan highlights a focus on affordable housing and in particular, assisting
with the creation of additional extremely low-income housing. The HHCC also decided to assist with the
development and monitoring of existing City initiatives that seek to address housing disparities, like the
Anti-Displacement Strategy and the Greater Downtown Area Plan and initiatives that seek to address
inequitable outcomes in other areas of resident life, like the Economic Mobility Action Plan.
FISCAL IMPACT
Costs related to the CDBG and HSFA programs, Anti-Displacement Strategy, Greater Downtown Area
Plan, and Economic Mobility Action Plan are already included in the FY 2025-26 budget.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
ALTERNATIVES
The City Council could provide alternative or additional direction on the Plan’s goals, activities, and/or
guiding principles.
8.A. - Page 3 of 13
296
