Monitor and recommend changes, when necessary, in the housing element and the human services <br />element of the General Plan; <br />7. Develop and recommend Community Development Block Grant (CDBG) and Home Investment <br />Partnerships (HOME) programs and strategies; and <br />8. Serve as the community participation vehicle for the CDBG Consolidated Plan and Human Services <br />Financial Assistance Funds (HSFA) Application Process to assure community input in the determination <br />of use of those funds. <br />ANALYSIS <br />Between May and August 2025, the HHCC developed a draft work plan (Plan) that was approved by the <br />HHCC on August 26, 2025. The goals identified in the Plan are consistent with the HHCC Mission <br />Statement and the City Council’s Strategic Plan priorities and guiding principles. More specifically, the Plan <br />furthers the City Council’s housing strategic priority and the following guiding principles: equity, <br />communication and community building, excellence in government operations, healthy community for all <br />ages, and housing. <br />Table 1 below provides an overview of the HHCC’s primary goals for FY 2025-2026 and FY 2026-2027 – <br />please see Attachment A “HHCC Workplan for FY 2025-2026 and FY 2026-2027” for more detailed <br />information. <br />Table 1 <br />Primary Goal Areas of Emphasis <br />Community Development Block Grant <br />(CDBG) and Human Services Financial <br />Assistance (HSFA) Funding <br />Recommendations <br />Continue making CDBG and HSFA funding <br />recommendations to the City Council. <br />Assessment of the HSFA evaluation <br />criteria and process <br />Assess the current HSFA application and evaluation <br />criteria, taking into consideration any changes proposed <br />by the City Council. <br />Monitor the Anti-Camping Ordinance Assist with monitoring the impacts and outcomes of the <br />Anti-Camping Ordinance. <br />Affordable Housing Production Assist with the creation of additional extremely low- <br />income housing by identifying and facilitating, to the <br />extent possible, an affordable housing test case at a faith- <br />based institution or other site with surplus land, and help <br />monitor changes to the Affordable Housing Ordinance. <br />Monitoring of the Anti-Displacement <br />Strategy (ADS) implementation and <br />affordable housing vacancy rates <br />Monitor implementation of the ADS to ensure goals are <br />being met and affordable housing vacancy rates. <br />Contribute to the Greater Downtown <br />Area Plan (GDAP) <br /> Provide input on the GDAP development. <br />8.A. - Page 2 of 13 <br />295
