Page 3 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />As of 2025, the City pays approximately $822,000 annually for dental insurance for all employees, City- <br />wide. The City does not provide dental insurance to retirees. Plan terms and conditions apply for all <br />employees. <br />City staff met and conferred in good faith with representatives from city bargaining units. The parties met <br />regularly since May 30, 2025 to review and discuss plan options. The City and bargaining unit <br />representatives reached Tentative Side Letter Agreements on the terms and conditions of the dental <br />insurance plans effective January 1, 2026. <br />The Tentative Side Letter Agreements before the City Council provide the following terms: <br />For 2026, the City can improve coverage City-wide at an additional cost of $33,186 per calendar year, as <br />follows. <br />1. Employees represented by IAFF and COA will continue to have a direct Health Reimbursement <br />Account (HRA). Covered services will be reimbursed by the plan at 90% of the cost, up to a cap of <br />$2,500 per year for dental services and up to a cap of $3,000 per lifetime of the covered individual <br />for orthodonture. Employees will pay 10% of the cost of covered services, and any costs above <br />the cap. The City will continue to pay the premium for the plan and employees will continue to <br />pay the administrative fee. For 2026, the premium cost for this plan will be the same as the 2025 <br />premium, and there will be no additional cost to the City. <br />2. Employees represented by RCMEA, POA, PSA, and unrepresented Executive Management and <br />Confidential employees will continue to be enrolled in the Delta Dental PPO plan. Covered in- <br />network services will be reimbursed by the plan at 90% of the cost, up to a cap of $2,500 per year <br />for dental services and up to a cap of $3,000 per lifetime of the covered individual for <br />orthodonture. Covered out-of-network services will continue to be reimbursed by the plan at 80% <br />of the cost. Employees will pay 10% of the cost of covered in-network services, and will pay 20% <br />of the cost of covered out-of-network services, plus any costs above the cap. Premium costs will <br />increase by 5%, and the City will continue to pay 90% of the monthly plan premium for the plan, <br />while employees will continue to pay 10% of the monthly plan premium. <br />3. Employees represented by SEIU will continue to be enrolled in the Delta Dental PPO plan. Covered <br />in-network services will be reimbursed by the plan at 90% of the cost, up to a cap of $2,500 per <br />year for dental services and up to a cap of $3,000 per lifetime of the covered individual for <br />orthodonture. Covered out-of-network services will continue to be reimbursed by the plan at 80% <br />of the cost. Employees will pay 10% of the cost of covered in-network services, and will pay 20% <br />of the cost of covered out-of-network services, plus any costs above the cap. Premium costs will <br />increase by 5%, and the City will continue to pay 95% of the monthly plan premium for the plan, <br />while employees will continue to pay 5% of the monthly plan premium. <br />Plan terms and conditions will continue to apply for all employees. <br />10.A. - Page 3 of 19 <br />367
