City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
FISCAL IMPACT
Benefit changes for the 2026 calendar year represent an estimated fiscal impact of approximately $33,186
per calendar year. The City’s plans are self-funded, and premiums are actuarially determined. Therefore,
if claims run higher than anticipated, this may require the City to absorb additional costs in future years.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
ALTERNATIVES
For represented employees, this agenda item provides disclosure that is required by State law; there is no
alternative to providing this report. Separately, the City Council provides direction to the City’s bargaining
team in closed session. Once Tentative Agreements are reached with employee organizations, the City
Council considers them in open session at a City Council meeting.
ATTACHMENTS
Attachment A – Resolution Re: 2026 Dental Insurance for Unrepresented Executive Management and
Confidential Employees
Attachment B – Tentative Side Letter Agreement between the City of Redwood City and SEIU
Attachment C – Tentative Side Letter Agreement between the City of Redwood City and RCMEA
Attachment D – Tentative Side Letter Agreement between the City of Redwood City and RCPOA
Attachment E – Tentative Side Letter Agreement between the City of Redwood City and RCPSA
Attachment F – Tentative Side Letter Agreement between the City of Redwood City and IAFF
Attachment G – Tentative Side Letter Agreement between the City of Redwood City and COA
REPORT PREPARED BY:
Kakshi Master - Senior Human Resources Analyst
kmaster@redwoodcity.org
(650) 780-7260
10.A. - Page 4 of 19
368
