REV: 08-14-25 LF <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />I. SCOPE OF SERVICES <br />Consultant shall provide all labor, materials, and equipment necessary to conduct the <br />following tasks. <br />Task 1 - Prepare a Soil Vapor Investigation Workplan <br />Prior to preparing a soil vapor investigation workplan, Consultant shall participate in a <br />meeting with the City and Regional Water Quality Control Board (RWQCB) to discuss <br />their proposed scope of work for initial feedback. After the meeting, Consultant shall <br />prepare a soil vapor investigation workplan. Consultant shall provide a draft workplan for <br />the City to review and will incorporate City feedback to create a final workplan. The <br />workplan must be signed by the appropriate professionally licensed staff. Consultant <br />shall submit the final workplan to the RWQCB and upload it to GeoTracker in accordance <br />with regulatory requirements by January 31, 2026. <br />The soil vapor investigation workplan must include the following elements: <br />• Collection and analysis of soil vapor samples for volatile organic compounds <br />(VOCs) to determine the extent of contamination in soil vapor and the risk to human <br />health from vapor intrusion into indoor air at the site <br />• Sampling procedures and analytical methods <br />• Reporting of results <br />• Implementation schedule <br />Task 2 - Assist with Regulatory Communications and Site Access Agreements <br />As requested by the City, Consultant shall assist with any regulatory questions or <br />requests regarding the submitted workplan. <br />Once the workplan is approved by the RWQCB, Consultant shall also coordinate with the <br />City and the two property owners to establish new site access agreements to implement <br />the workplan and continue groundwater monitoring activities. Consultant shall review <br />draft access agreements for any logistical or regulatory issues. <br />As requested by the City, Consultant may also facilitate discussions with the City, <br />RWQCB, and the site property owners regarding access and logistics to implement the <br />workplan. <br />This task may include remote videoconference meetings, phone calls, or other necessary <br />communications. <br />Task 3 – Implement Soil Vapor Investigation Activities <br />Consultant shall conduct all work in accordance with the approved soil vapor investigation <br />workplan.
