REV: 08-14-25 LF <br />Consultant shall collect a soil vapor sample from each soil vapor well, including at least <br />one duplicate sample. Consultant shall analyze soil vapor samples for Volatile Organic <br />Compounds by U.S. Environmental Protection Agency (EPA) Method TO-15 and fixed <br />gasses (including the leak check tracer helium, oxygen, nitrogen, methane, and carbon <br />dioxide) by ASTM International 1946-90. <br />Task 3.4 – Soil Vapor Investigation Reporting <br />Consultant shall draft a report describing the field activities, analytical methods, results, <br />and recommended next steps. Consultant shall provide the draft for City review and <br />incorporate City feedback to create a final report to submit to the RWQCB. Once <br />submitted, as requested by the City, Consultant shall assist with any questions or <br />requests from the RWQCB regarding the submitted report. Consultant shall sign the <br />report with the appropriate professionally licensed staff and shall upload to GeoTracker <br />in accordance with regulatory requirements. <br />Task 4 – As-Needed Groundwater Monitoring Services <br />If requested by the City, the Consultant shall conduct as-needed groundwater monitoring <br />services for the site for up to 20 quarters. At this time, the RWQCB requires the gauging <br />of 22 groundwater monitoring wells, which includes one offsite well installed in a City <br />parking lot located near the intersection of Jefferson Avenue and Middlefield Road, and <br />the sampling of 16 groundwater monitoring wells. Consultant shall continue to analyze <br />the approved wells and the same compounds and other data that have been reported to <br />the RWQCB for the most recently conducted groundwater monitoring event for the site, <br />unless otherwise requested by the City. Consultant shall also perform groundwater <br />monitoring events on a quarterly basis unless otherwise requested by the City. <br />Subtask 4.1 - Task Management & Field Preparation <br />Consultant shall manage and plan the groundwater monitoring activities and coordinate <br />with the City and property owners to schedule monitoring events in advance, which shall <br />include scheduling the subcontractors, notifying the City and property owners, <br />coordinating access, coordinating laboratory testing, and placing, if needed, no parking <br />signs in the parking areas prior to initiating the work. Consultant shall also coordinate <br />with the chemical testing laboratory by obtaining sampling equipment from the laboratory <br />and shipping and analyzing samples. <br />Subtask 4.2 - Well Gauging & Groundwater Sampling <br />Consultant shall measure depth to groundwater and purge and sample water from all <br />accessible monitoring wells required by the RWQCB, which includes: <br />Gauging and sampling all accessible wells <br />Measuring pH, temperature, electrical conductivity, and turbidity until the <br />measurements are stable <br />Collecting a groundwater sample from accessible wells using low-flow sampling <br />procedure with a peristaltic pump and dedicated tubing <br />Placing purge water in drums and coordinating proper disposal <br />ATTY/AGR.2025.210/Farallon Consulting, LLC (Soil vapor investigation & groundwater sampling) (Page 14 of 19)
