<br /> <br /> <br /> <br /> <br /> <br /> <br />____________________________________________________________________________________________ <br />JOINT CITY COUNCIL/SUCCESSOR AGENCY BOARD/ August 25, 2025 <br /> PUBLIC FINANCING AUTHORITY MEETING MINUTES PAGE 8 <br /> <br />MINUTE BOOK NO. 69 <br />This is not a project under California Environmental Quality Act (CEQA) <br /> <br />Motion and second Howard and Sturken to approve funding recommendations for the <br />HSFA Program as delineated in Attachment A and authorize the City Manager to <br />execute funding agreements and all related documents to effectuate the funding <br />recommendations delineated in Attachment A; and to direct staff to work with the <br />Housing and Human Concerns Committee (HHCC) to assess the HSFA Program criteria <br />and process through their Fiscal Year 2025-2027 workplan and develop <br />recommendations, if any, on changes to the HSFA Program, passed unanimously by roll <br />call vote. <br /> <br /> 9.D. Update on the Silicon Valley Clean Water (SVCW) Capital Improvement Program and <br />proposed funding strategy for City-funded costs (805) <br /> <br />Public Works Services Director Terence Kyaw, Public Works Services Superintendent <br />Robin Kim, and Silicon Valley Clean Water’s Authority Manager Matthew Zucca gave the <br />staff presentation. <br /> <br />There was no public comment. <br /> <br />Recommendation: <br />Receive an update and provide feedback regarding SVCW’s capital improvement <br />program and the proposed funding strategy for City-funded costs. <br /> <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br /> <br />No action taken on this item. <br /> <br />10. Designate Voting Delegate and Alternate to the League of California Cities (CalCities) <br />Annual Conference October 8-10, 2025 <br /> <br />Council Member Sturken was designated as the Voting Delegate, and Mayor Martínez <br />Saballos was designated as the Voting Delegate Alternate. <br /> <br /> 10.B. City Council Member Report of Conferences Attended <br /> <br />Vice Mayor Eakin reported on the August 15 San Mateo County Central Labor Council <br />45th Annual COPE Banquet, and on the August 25 OneShoreline Board Meeting. <br />
