Adopt a resolution (Attachment B) establishing the City Council Sub-Committee on <br />homelessness. <br /> <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br /> <br />Motion and second Eakin and Gee, to waive the first reading and introduce an <br />ordinance adding Chapter 49 (Hopeful Horizons: Empowering Lives Initiative) to the <br />Redwood City Municipal Code, an anti-camping ordinance (Attachment A) modeled <br />after the County of San Mateo’s ordinance, with an added provision authorizing the <br />City to remove an encampment with 48 hours’ notice if it is located within 200 feet of <br />a school, the San Mateo County Navigation Center (located at 275 Blomquist Street), <br />or a waterway, and further directing staff to return to the City Council within two-years <br />of adoption of the ordinance with a comprehensive review of its implementation and <br />outcomes since adoption; and to adopt a resolution (Attachment B) establishing the <br />City Council Sub-Committee on homelessness, passed 6-1 by roll call vote with Council <br />Member Sturken opposed. <br /> <br /> 9.C. Housing and Human Concerns Committee (HHCC) Fiscal Year 2025-2026 funding <br />recommendations for Redwood City Human Services Financial Assistance (HSFA) <br />Program and direct staff to work with HHCC on assessing the HSFA Program criteria <br />and process (708) <br /> <br />Library Director Derek Wolfgram gave the staff presentation. <br /> <br />There was no public comment. <br /> <br />1. By motion, approve funding recommendations for the HSFA Program as delineated in <br />Attachment A and authorize the City Manager to execute funding agreements and all <br />related documents to effectuate the funding recommendations delineated in <br />Attachment A; and <br />2. By motion, direct staff to work with the Housing and Human Concerns Committee <br />(HHCC) to assess the HSFA Program criteria and process through their Fiscal Year 2025- <br />2027 workplan and develop recommendations, if any, on changes to the HSFA <br />Program. <br /> <br />CEQA:
