CEQA: This is not a project under California Environmental Quality Act (CEQA) 7.P. Amendment No. 6 to Agreement for Services with Gilbane Building Company for project management services, and Amendment No. 8 to Agreement for Services with ELS Architecture and Urban Design for construction administration services for the Veterans Memorial Building/Senior Center-YMCA Project, for extended time and services due to construction delays, with both amendments to be reimbursed by Thompson Builder Corporation (304) Recommendation: 1. By motion, approve and authorize the City Manager to execute Amendment No. 6 to the Agreement for Services with Gilbane Building Company for project management services for the Veterans Memorial Building/Senior Center for a not-to-exceed amount of $244,365, for a total not-to-exceed amount of $5,051,533; and 2. By motion, approve and authorize the City Manager to execute Amendment No. 8 to the Agreement for Services with ELS Architecture and Urban Design for construction administration services for a not to exceed amount of $153,534, for a total not-to-exceed amount of $10,083,562. CEQA: This is not a project under California Environmental Quality Act (CEQA) 7.Q. Amendment No. 1 to Compost Broker Program Agreement with the San Mateo Resource Conservation District with Program funded by a State grant (304) Recommendation: By motion, determine that due to the unique nature of the goods and services, there is only one reasonable and practicable source for the required service and the contract may be awarded without a competitive bidding process, and approve and authorize the City Manager to execute Amendment No. 1 to Compost Broker Program Agreement with San Mateo Resource Conservation District (RCD), increasing the not-to-exceed amount by $124,906 and amending the scope of services for the original term, for a total not-to- exceed contract amount of $200,000 through May 1, 2026 (requires 5/7 vote).
