__________________________________________________________________________________________________ <br />JOINT CITY COUNCIL/SUCCESSOR AGENCY BOARD/ SEPTEMBER 8, 2025 <br />PUBLIC FINANCING AUTHORITY MEETING MINUTES PAGE 9 <br /> <br /> MINUTE BOOK NO. 69 <br />ft. and 21 stories) and several other zoning requirements in the Downtown Precise <br />Plan (DTPP) and General Plan. <br /> <br />Assistant Community Development Director Sue Exline introduced the item, and <br />Principal Planner Lindy Chan gave the presentation. <br /> <br />Project applicants Steve Reller and Kevin Deng gave a presentation. <br /> <br />The following members of the public provided comments: <br />• Nicholas Kennen <br />• Ernie Schmidt <br />• Vicky Avila Medrano <br />• Anthony Viscuso <br />• Lilli Milton <br /> <br />Recommendation: <br />Receive public comment and preliminary City Council input on the project application. <br />No action is requested at this time. <br /> <br />CEQA: <br />The City is reviewing the project in accordance with CEQA to determine the level of <br />environmental analysis required. <br /> <br />A Study Session was held. No formal action was taken by the Council. <br /> <br />13. MATTERS OF COUNCIL INTEREST <br /> <br /> 13.A. City Council Member Report of Conferences Attended <br /> <br /> A. Utilities Sub-Committee <br />Council Member Howard gave an update. <br /> <br />Mayor Martínez Saballos announced the formation of an Ad Hoc Committee for the <br />City Attorney Employment Agreement. The Ad Hoc Committee is comprised of Mayor <br />Martínez Saballos, Vice Mayor Eakin and Council Member Padilla. The committee is <br />expected to meet on an as-needed basis for one to two months. <br /> <br />
