City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, Section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment. Moreover, the City determined that the 2023-
2024 Watermain Replacement Project Cambridge and Emerald Hills was categorically exempt from CEQA
pursuant to CEQA Guidelines Section 15302, Class 2 (c) Replacement or Reconstruction and a Notice of
Exemption was filed September 17, 2024.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
ALTERNATIVES
The City Council may choose not to accept the project or authorize the release of bonds and retention.
However, this would be contrary to the terms of the contract, prior City Council action, and public
contracting code. If retention is not released in a timely manner, the City may be liable for interest
payments and collection costs to the contractor.
The City Council may provide other direction to staff within the scope of the agreement. However, any
additional work would incur significant costs because the planned improvements are complete and the
contractor has demobilized from the site.
ATTACHMENTS
None.
REPORT PREPARED BY:
Justin Lee, Assistant Engineer I
justinlee@redwoodcity.org
(650) 780-7434
APPROVED BY:
Tanisha Werner, Engineering & Transportation Director
Melissa Stevenson Diaz, City Manager
7.A. - Page 4 of 4
10
