City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
STAFF REPORT
To the Honorable Mayor and City Council
From the City Manager
DATE: October 13, 2025
SUBJECT
Final acceptance from McNabb Construction, Inc. and Park Associates DBA Park Planet of the Jardin de
Niños Park Expansion Project and supply of metal frame structure to expand the park services in the City's
Stambaugh-Heller neighborhood
RECOMMENDATION
1. By motion, accept the Jardin de Niños Park Expansion Project and authorize the release of bonds and
retention according to City procedures to McNabb Construction, Inc.; and
2. By motion, accept the supply of metal frame structure and authorize the release of bonds and retention
according to City procedures to Park Associates DBA Park Planet.
STRATEGIC PLAN GUIDING PRINCIPLE
Healthy Community for All
BACKGROUND
Jardin de Niños Park is a 0.31-acre park and the only park serving residents in the vibrant, diverse, low-
income and densely populated Stambaugh-Heller neighborhood. The neighborhood has sparse tree
canopy and minimal access to recreational space, providing little shade and recreational opportunities for
residents. In 2014, the City purchased the 3,800 square foot lot adjacent to the park with the intent to
enlarge the park. While the park expansion project enhances the physical environment and provides
shade, the new area offers places to gather, learn and exercise together, strengthening the social fabric
of the Stambaugh-Heller neighborhood.
Project Site Design
Through a 2011 outreach process, the City learned of the community’s desire to broaden the age group
of park users and to include space tailored for teens and seniors. The park’s expansion design responds to
that community feedback while also increasing access paths to the pre-existing park and creating a block-
long presence on Middlefield Road. The newly expanded area is equipped with Wi-Fi and electrical outlets
7.B. - Page 1 of 6
11
