The TPA went into effect on January 1, 2020, <br />thus making the City’s RAO unenforceable. <br />In January 2020, the City was awarded a Partnership for the Bay’s Future Challenge Grant, which increased <br />the City’s capacity to develop the Anti-Displacement Strategy (ADS), which was adopted by the City <br />Council in June 2022 and further amended in January 2025. More information about the ADS can be found <br />here www.redwoodcity.org/ADS. <br />The development of the ADS involved a comprehensive and robust outreach and engagement process <br />that spanned over two years. The City held numerous workshops, focus groups, and conversations with <br />engaged stakeholders, including: local property owners, managers, tenants with owners, mobile home <br />property owners and managers, and residents. Additionally, several policy and feasibility analyses and <br />surveys were conducted to help further the development of the ADS. <br />Table 1 below provides an overview of the eight policy recommendations in the ADS, their associated <br />goals, and the implementation status of each recommendation. <br />9.A. - Page 2 of 84 <br />107
