Revise the MLTO <br />notification <br />requirements to <br />include more <br />information about <br />the rights and <br />responsibilities of <br />landlords and <br />tenants. <br />Under the requirement to offer minimum lease terms, the <br />language was updated to more clearly delineate the process if a <br />tenant rejects the 12-month lease offer. <br />In addition to the updates made to address the amendments outlined in the ADS, staff also reviewed and <br />updated other sections of the RAO and MLTO to ensure that all language was in alignment with State law. <br />To implement the proposed TPO, City staff will develop administrative guidelines to more clearly outline <br />the requirements of the TPO so that the TPO is more easily understood by rental property owners, <br />managers, and tenants. <br />Compliance with the Metropolitan Transportation Commission (MTC) Transit-Oriented Communities <br />(TOC) Policy <br />As previously noted in the January 27, 2025 staff report, all agencies that receive funding through MTC <br />are required to comply with MTC’s policies related to land use, transportation, housing, and air quality. <br />Starting with the next One Bay Area Grant (OBAG) funding program cycle, scheduled to begin in 2026 <br />(OBAG 4), eligibility for OBAG funding, and potentially other funding through MTC, will be dependent on <br />local jurisdictions’ implementation of MTC’s updated TOC Policy (adopted in September 2024). A staff <br />report providing additional background and analysis of the MTC-TOC policy was presented at the <br />November 4, 2024, City Council Meeting. By adding the just cause for eviction protections, which in turn <br />allows the City to enforce its relocation assistance requirements, the City would be able to receive MTC <br />TOC credit for its relocation assistance policy. <br />9.A. - Page 9 of 84 <br />114
