Page 12 of 15 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Similar to the HHCC, should the City Council decide to proceed with the right to return policy in which the <br />landlord sets the rental rate, staff also recommends not to include any right to return provision in the <br />TPO. <br />Implementation and Next Steps <br />Typically, a second reading and adoption of an ordinance occurs at the next regularly scheduled City <br />Council meeting, which would be October 27, 2025 if the first reading of the ordinance is completed at <br />the October 13, 2025 City Council meeting. After the second reading, the ordinance would go into effect <br />within 30 days, which would be November 26, 2025. <br />In order to provide staff with enough time to notify and educate tenants, landlords, and the general public <br />on the TPO, staff recommends a delayed implementation date of January 1, 2026. Although minimal, this <br />delayed effective date will give staff additional time to send out citywide mailers, update City webpages, <br />hold an informational meeting, and conduct online outreach. The attached implementation timeline and <br />budget (Attachment H) outlines the schedule and the anticipated costs. To better understand the ongoing <br />operational needs of implementing the TPO, and specifically the relocation assistance requirements, staff, <br />along with the assistance of on-call relocation consultants (as needed), will initially manage the relocation <br />assistance process. Staff has already completed a solicitation for on-call consultants for assistance with <br />this ordinance (if adopted) and assistance with relocation requirements triggered under the Housing Crisis <br />Act of 2019 (Senate Bill (SB) 330). The contract for this on-call consultant is expected to come before the <br />City Council later in 2025. After the first year, staff will evaluate the process and determine if the TPO <br />should continue to be carried out by City staff, a third-party relocation consultant, or a combination of <br />City staff and consultants. Additionally, staff plan to use a software solution to help manage and track <br />relocation assistance requests and other noticing requirements of the TPO. Staff plans to issue a request <br />for proposals for software after approval of the ordinance. <br />During the presentation of this item, staff will suggest the following questions to guide City Council <br />deliberation: <br />1. Does the City Council have any questions regarding the proposed Tenant Protection Ordinance? <br />2. Does the City Council have any questions regarding right to return provisions? <br />3. Does the City Council have any questions regarding the outreach conducted? <br />4. Does the City Council have any questions regarding the financial analysis conducted? <br />EQUITY IMPACT STATEMENT <br />As discussed in more detail in the “Displacement in Redwood City” section of the ADS, displacement <br />pressures disproportionately affect Black, Indigenous, and People of Color (BIPOC) and lower income <br />households. These displacement pressures include higher poverty and housing cost burden rates. The <br />most housing cost burdened census tracts in Redwood City are also the most impoverished with the <br />highest unemployment rates, lowest educational attainment rates and the highest concentrations of <br />9.A. - Page 12 of 84 <br />117
