2 <br /> <br />The ADS consists of recommendations within three policy areas: Protection, Preservation, and Mobile <br />Homes Preservation. Add just cause eviction <br />protections <br />3. Explore adding right to <br />return provisions to these <br />amendments <br /> <br /> <br />Preservation <br />1. Establish a dedicated <br />Housing Preservation Fund <br />Completed. The Affordable Housing Preservation <br />Program (HPP) was approved by the City Council on <br />July 24, 2023. In partnership with the Housing <br />Endowment and Regional Trust (HEART) of San <br />Mateo County, the City recently completed its first <br />HPP project preserving 8 units in Redwood City. <br />Approximately $5.5 million in funds is still available <br />in the HPP for future projects. <br /> <br />2. Assist housing providers <br />secure tax-exempt status to <br />enhance affordable housing <br />opportunities. <br />Completed. The City has provided several housing <br />developers with small loans to help them achieve <br />tax exempt status. Future projects can apply to the <br />HPP to assist with qualifying for the property tax <br />exemption. <br />3. Support the HEART <br />Preservation model <br />Ongoing. This item is largely outside of City control. <br /> 4. Support Community Land <br />Trusts (CLTs) <br />Ongoing. There are not currently any active <br />Community Land Trusts in Redwood City, but the <br />City would support their development if an <br />opportunity arose. <br /> <br /> <br />Mobile <br />Homes <br />Preservation <br />1. Rezone all mobile home <br />parks to a Mobile Home <br />(MH) zoning category <br />Completed. The rezoning of all Redwood City <br />mobile home parks to the MH zoning category <br />went into effect on July 24, 2023 <br />2. Adopt a Mobile Home Park <br />Closure Ordinance to define <br />the City’s process during a <br />park closure or sale <br />Postponed. On January 27, 2025, the City Council <br />directed staff to postpone both the Mobile Home <br />Park Closure Ordinance and Repair Needs <br />Assessment until Fiscal Year 2028-29 to prioritize <br />more time sensitive tasks as there are no <br />anticipated park closures at this time. <br /> <br />3.
