3 <br /> <br />Right to Return Timeline <br />Throughout the ADS process, there have been multiple opportunities where staff has provided updates, <br />and the City Council has weighed in on the progress of the right to return provisions. <br />– On January 10, 2022, the City Council held a study session on the proposed ADS amendments, <br />including six additional ideas that staff and the Ad Hoc identified during the community <br />engagement process. The six additional ideas included idea #4: Adopt an Anti-Harassment <br />Policy, and idea #6: Establish the Right to Return. <br /> <br />– At the time the City Council adopted the ADS in June 2022, they directed staff to conduct further <br />research and outreach on the additional ideas of right to return and anti-harassment provisions <br />since they had not been fully researched, discussed with all community stakeholders, or vetted <br />from a legal or financial perspective. <br /> <br />– Between Fall 2022 and Summer 2023, staff and the Ad Hoc conducted research and held a series <br />of community meetings and a community survey to further explore the right to return and anti- <br />harassment policy ideas. <br /> <br />– On August 26, 2023 staff presented the findings from the research and outreach on anti- <br />harassment and right to return provisions and City Council gave direction to: <br />1) Monitor pending housing legislation; <br />2) Identify a partner to provide tenant and landlord assistance and services in order to <br />address potential harassment issues; <br />▪ There are several existing state laws that provide harassment protections, so <br />this direction sought to provide tenants and landlords with direct services to <br />address potential harassment issues instead of creating more policy. <br />3) Further investigate right to return provisions; <br />4) Proceed with the Tenant Protection Ordinance amendments; <br /> <br />– In December 2023: A citizen-sponsored rent control & just cause ballot initiative was submitted <br />to the City Clerk’s Office and, as a result, in May 2024 the City Council directed staff to pause all <br />tenant protection and mobile home activities until the ballot initiative process was determined <br />and to return to the Council in winter 2025 with an update. At this time, the City also entered <br />into an agreement with Project Sentinel to provide tenant and landlord mediation and <br />counseling services. <br /> <br />– On July 1, 2024, the Project Sentinel Tenant and Landlord Counseling Services Project launched. <br /> <br />– On July 8, 2024, the City was notified by the San Mateo County Elections Office that the <br />proposed ballot initiative did not receive sufficient signatures to qualify for placement on the <br />November 2024 ballot. <br /> <br />– On January 27, 2025, staff provided an update and the City Council directed staff to 1) conduct a <br />focus group(s) that specifically evaluates the right of return for the demolition or substantial <br />9.A. - Page 65 of 84 <br />170
