8 <br />b.Rationale: The shortest proposed option was 10 calendar days and the longest proposed options <br />was 30 calendar days. This option provides tenants with sufficient time to respond to the landlord <br />of their intent to return to the unit while limiting the amount of time the landlord has to hold the <br />unit vacant. <br />a.Recommendation: Tenants must reoccupy the unit within 45 calendar days of notifying the <br />landlord and tenant must demonstrate a commitment to returning to the unit (e.g., signing a new <br />lease and/or paying deposit). <br />b.Rationale: As noted in the Feedback from Focus Groups section, some supported a 60-day <br />minimum timeline for tenants to re-occupy the unit while others recommended a maximum 30- <br />day timeline. 45 calendar days is recommended as it provides a balanced option that gives <br />tenants enough time to provide their current landlord with the required 30 day notice and move <br />back into a unit while limiting the amount of time a landlord has to hold a unit vacant. <br />Additionally, based on the feedback received, staff will be incorporating the following relocation <br />assistance process and payment options, outlined in table 5, into the Relocation Assistance Ordinance <br />for City Council consideration: <br />Table 5 - Relocation Assistance Process and Payment Options <br />Process Option <br />To better understand the ongoing operational needs of implementing the relocation assistance <br />requirements, staff, along with the assistance of on-call relocation consultants (as needed), will <br />initially manage the relocation assistance process in-house. After the first year, staff will evaluate the <br />implementation process and determine if the process should continue to be carried out in-house by <br />City staff, a third-party relocation consultant, or a combination of City staff and consultants. <br />Payment Option <br />Landlords will be required to first provide tenants with relocation assistance as required under the <br />TPA. City staff will then determine a tenants’ eligibility for additional relocation assistance under the <br />City’s RAO. <br />Next Steps: <br />Based on the feedback received from the focus groups, staff is conducting additional research and <br />analysis into the proposed right to return options. While this additional analysis will not be ready in time <br />for consideration by the HHCC, the information will be incorporated in the report to the City Council. <br />The recommendations from the Housing and Human Concerns Committee are tentatively scheduled to <br />be presented to the City Council at their meeting on Monday, October 13, 2025. <br />9.A. - Page 70 of 84 <br />175
