REV: 08-07-25 LF <br />Walk City staff through major tasks to increase compliance with record keeping <br />Train City staff members on new job duties, as applicable, with CDBG and HOME <br />basic knowledge. <br />Overall CDBG basics <br />Assist with annual training of grant subrecipients, as needed <br />Davis Bacon technical assistance, including help with determining <br />applicability, wage determinations, and review of timesheets and 347 forms <br />Assist with monitoring of grant subrecipients <br />Utilizing a Risk Assessment <br />Monitoring of grant subrecipients <br />This task includes travel costs to assist with monitoring. <br />Assist City staff with reports required by Department of Housing and Urban <br />Development <br />o Quarterly Federal Grant Reports in IDIS <br />o MBE/WBE Report <br />o Section 3 Report <br />Attend HUD monitoring visit to answer questions on behalf of City staff, as needed <br />Attend annual audit to answer questions on behalf of City staff, as needed <br />Conduct bi-weekly conference calls with City staff to increase compliance with HUD <br />regulations <br />Other items related to implementation of CDBG, HOME, HOME-ARP, and CDBG- <br />CV programs as requested by the City staff <br />HOME Investment Partnerships Program Wrap Up <br />Assist the finalization of HOME Policies and Procedures for wrap up of the City’s <br />HOME program <br />Assist with the incorporation of the City into the San Mateo HOME Consortium <br />Assist with the implementation of program income from the HOME program after <br />the City joins the San Mateo HOME Consortium <br />Assist with the coordination and implementation of Consolidated Planning <br />documents with the San Mateo HOME Consortium <br />Subcontractor Work <br />Consultants has hired a subcontractor, Philip Roth, to assist with data analysis and GIS <br />mapping as needed for the purpose of Consolidated Planning and project implementation. <br />Any scope listed above that requires subcontractor services will include subcontracting <br />hours, as outlined in the table below. <br />FEES <br />City will pay Consultant on time and materials basis as per the tasks outlined in the table <br />below. <br />The hourly rates for the Consultant staff and subcontractor are: <br />ATTY/AGR.2025.206/City Consultants and Research (CDBG/HOME Consultant Contract) (Page 15 of 19)
