REV: 08-07-25 LF <br />will work in concert with other locally approved plans, such as goals in the CoC <br />Coordinated Plans, State Planning and Regional Economic Development <br />Initiatives. The strategic plan will include performance- based goals and outcomes <br />to measure progress and address the issues identified in the analysis. <br />A Neighborhood Revitalization Strategy Area (NRSA) will be identified based on <br />the most recent CHAS data. Consultants team will offer goals to address housing, <br />economic or supportive services needs in the designated area based on the <br />neighborhood’s input and other initiatives in the area. <br />Consolidated Plan Narrative: Consultants team will complete narratives for the <br />consolidated plan based on the market analysis, citizen participation and the strategic <br />plan of the five-year consolidated plan. The narratives will be written in compliance with <br />HUD regulations and with the approval of the City staff and other authorized officials within <br />the City. The Consolidated Plan, including the narratives and analyses, will be written as <br />part of a Word Document that can be easily updated into the eCon Planning Suite. The <br />narrative will include tables, charts and maps to make the information from the various <br />resources more user friendly. <br />Updates to IDIS: Consultants team will update IDIS, thus eCon Planning Suite, with the <br />approved narrative from the City. <br />Response to HUD: Consultants team will assist staff with responses and inquiries from <br />City Leadership, the community or HUD. The team will also make changes to the draft as <br />approved by the City in response to City leadership or HUD. <br />HOME ARP Implementation <br />Develop policies and procedures specific to HOME ARP policies, utilizing best <br />practices found in other, similar sized communities. <br />Develop forms specific to HOME ARP funding and projects identified by the City, <br />utilizing best practices found in other, similar sized communities. <br />Help identify eligible and impactful projects to utilize the HOME ARP funding. This <br />may include utilizing an Request For Proposal process or application process for <br />selecting projects. <br />Assist with the oversight of projects selected for HOME ARP funding, and various <br />federal cross cutting activities <br />Community Development Block Grant Coronavirus (CDBG-CV) <br />Assist the City staff with the wrap-up of CDBG-CV grants, including: <br />Final reports in the CAPER for the last CDBG-CV project <br />Assist staff with close-out or questions related to CDBG-CV <br />Assist with monitoring of CDBG-CV projects <br />General Technical Assistance <br />Refine CDBG and HOME policies and procedures <br />Refine financial policies as they are applicable to 2 CFR Part 200 <br />ATTY/AGR.2025.206/City Consultants and Research (CDBG/HOME Consultant Contract) (Page 14 of 19)
