REV: 08-07-25 LF will work in concert with other locally approved plans, such as goals in the CoC Coordinated Plans, State Planning and Regional Economic Development Initiatives. The strategic plan will include performance- based goals and outcomes to measure progress and address the issues identified in the analysis. A Neighborhood Revitalization Strategy Area (NRSA) will be identified based on the most recent CHAS data. Consultants team will offer goals to address housing, economic or supportive services needs in the designated area based on the neighborhood’s input and other initiatives in the area. Consolidated Plan Narrative: Consultants team will complete narratives for the consolidated plan based on the market analysis, citizen participation and the strategic plan of the five-year consolidated plan. The narratives will be written in compliance with HUD regulations and with the approval of the City staff and other authorized officials within the City. The Consolidated Plan, including the narratives and analyses, will be written as part of a Word Document that can be easily updated into the eCon Planning Suite. The narrative will include tables, charts and maps to make the information from the various resources more user friendly. Updates to IDIS: Consultants team will update IDIS, thus eCon Planning Suite, with the approved narrative from the City. Response to HUD: Consultants team will assist staff with responses and inquiries from City Leadership, the community or HUD. The team will also make changes to the draft as approved by the City in response to City leadership or HUD. HOME ARP Implementation Develop policies and procedures specific to HOME ARP policies, utilizing best practices found in other, similar sized communities. Develop forms specific to HOME ARP funding and projects identified by the City, utilizing best practices found in other, similar sized communities. Help identify eligible and impactful projects to utilize the HOME ARP funding. This may include utilizing an Request For Proposal process or application process for selecting projects. Assist with the oversight of projects selected for HOME ARP funding, and various federal cross cutting activities Community Development Block Grant Coronavirus (CDBG-CV) Assist the City staff with the wrap-up of CDBG-CV grants, including: Final reports in the CAPER for the last CDBG-CV project Assist staff with close-out or questions related to CDBG-CV Assist with monitoring of CDBG-CV projects General Technical Assistance Refine CDBG and HOME policies and procedures Refine financial policies as they are applicable to 2 CFR Part 200 ATTY/AGR.2025.206/City Consultants and Research (CDBG/HOME Consultant Contract) (Page 14 of 19)
