Both public <br />hearings are required to be in person and the City will be responsible for arranging <br />a room for hosting the meetings. <br />Consolidated Plan Development. <br />Consultants team will complete the various parts of the Consolidated Plan as required by <br />HUD. In addition to using information from eCon Planning Suite, the team will utilize the <br />following resources to conduct data analysis. <br />Comprehensive Housing Affordability Strategy (CHAS) <br />2020 Decennial Census <br />ACS 1-year estimates <br />ACS 5-year estimates <br />Current City Zoning <br />Current Real Estate Market Data <br />Current Point-In-Time Count and Housing Inventory Counts <br />The Consolidated Plan will include: <br />A Housing Needs and Market Analysis that compares the number of households <br />to the number of housing units. Using the mandated forms, market information, <br />permit data, the firm will be able to detail the needs of the community for various <br />income levels, the elderly, public housing residents and families and persons with <br />special needs. The housing needs analysis will examine the demand side of <br />housing, looking at the needs of renters and homeowners, cost burden and any <br />disparate impact felt in the community. The market analysis will examine the <br />supply side of housing, the affordability of the housing units, the number and size <br />of the housing units, and the tenure of the units. <br />A Homelessness Needs Analysis whereby the team will identify if persons <br />experiencing homelessness are being served and will identify the services needed <br />by these individuals. Consultant will work with local stakeholders and public <br />service providers to obtain this information regarding current service levels for <br />homeless individuals. The Homelessness Needs Analysis will cover the <br />performance measures of the current Continuum of Care (CoC) as well as the <br />unmet needs as established by state level and local Point-in-Time (PIT) counts. <br />A Non-Housing Development Analysis will examine the areas of economic <br />development, public facilities and public infrastructure. The analysis will include <br />the demand side and the supply side of each of those areas and include the dollar <br />amounts needed to address the community’s needs. City staff can assist <br />Consultant with this estimation through surveying of the community development <br />field and other local departments. <br />A Strategic Plan will utilize all the information collected from the three areas <br />(housing, homelessness, and non-housing development) combined with the input <br />collected from citizens across City, to draft priorities and goals for federal spending <br />over the next five program years, Program Years 2025-2030.
