REV: 08-07-25 LF <br />Consolidated Annual Performance and Evaluation Report (CAPER) <br />Development <br />Assist with stakeholder implementation and other citizen participation, as needed <br />Assist with the collection of reports, including the review of reports for <br />completeness from subrecipients <br />Assist with the writing of the CAPER(s) narrative, based on the projects reports <br />from the prior year <br />Assemble the required attachments for the CAPER, including the financial <br />reconciliation with the PR-26 <br />Formatting narratives for the CAPERs(s) in both Word and PDF versions. <br />Update IDIS, thus eCon Planning Suite, with Action Plan(s) narratives. <br />Assist City staff with responses to inquiries from City leadership, the community or <br />HUD. <br />Draft changes and updates as requested by City leadership or HUD. <br />Substantial Amendments to Consolidated and/or Annual Action Plan <br />Assist with stakeholder implementation and other citizen participation, as needed <br />Assist with the writing of the Consolidated Plan and/or Action Plan(s) narrative, <br />based on the projects selected for the year <br />Assemble the required attachments for the document, including the 424 and <br />certification forms <br />Formatting narratives for the Consolidated Paln and/or Action Plan(s) in both Word <br />and PDF versions. <br />Update IDIS, thus eCon Planning Suite, with Consolidated Plan and/or Action <br />Plan(s) narratives. <br />Assist City staff with responses to inquiries from City leadership, the community or <br />HUD. <br />Draft changes and updates as requested by City leadership or HUD. <br />Development of 2028-2033 Consolidated Plan (To be completed in Program <br />Year 2027) <br />Citizen Participation <br />Consultants team will assist with the citizen participation process, following the guidelines <br />for both HUD and the City’s Citizen Participation Plan. <br />Develop a survey instrument to collect information and translate the survey into <br />another language as outlined by the City’s Language Access Plan. <br />o Including subcontracting for translation services. <br />Meet with various stakeholders in the community, such as private foundations, <br />non-profit service providers and developers to provide guidance on various data <br />resources as well as the development of the strategic plan portion of the <br />Consolidated Plan. The meetings will take place in a series of meetings to include <br />specialty focuses, housing, homelessness, economic development/job creation <br />and community services. <br />Facilitate one public hearing at the beginning of the planning process and provide <br />materials for the presentation of the document for a second public hearing as <br />ATTY/AGR.2025.206/City Consultants and Research (CDBG/HOME Consultant Contract) (Page 12 of 19)
