PUBLIC HEARINGS <br /> <br /> 9.A. Adoption of ordinance adopting the 2025 California State Building and Fire Codes by <br />reference and local amendments thereto (Chapters 9 and 12), and Municipal Code <br />Ordinance updates to Chapter 14 (Refuse, Weed, Nuisance, and Abandoned Shopping <br />Cart Regulations and Abatement and Code Enforcement Generated Permits) and <br />Chapter 24 (Noise regulation) (301) Ord. 2551 <br /> (301) Ord. 2552 <br /> <br />Chief Building Official and Community Development Manager Christina McTaggart gave <br />a presentation. <br /> <br />There was no public comment. <br /> <br />Recommendation: <br />1. Hold a Public Hearing; <br />2. Waive second reading and adopt an ordinance (1) repealing and replacing Chapter 9 <br />(Buildings) of the Redwood City Code and adopting new Chapter 9 to include Title 24, <br />Parts 1, 2, 2.5, 3, 4, 5, 6, 7, 8, 10, 11 and 12 of the California Code of Regulations (the <br />2025 California Building, Residential, Electrical, Mechanical, Plumbing, Energy, Wildland- <br />Urban Interface, Historical Building, Existing Building, Green Building Standards, and <br />California Reference Standards Codes), together with certain amendments, exceptions, <br />modifications and additions thereto, and adopting the 2024 International Property <br />Maintenance Code and (2) amending Redwood City Code Chapters 14 (Refuse, Weed, <br />Nuisance and Abandoned Shopping Cart Regulation and Abatement) and 24 (Noise <br />Regulation); and <br />3. Waive second reading and adopt an ordinance repealing Article II (Redwood City Fire <br />Code) of Chapter 12 (Fire Prevention) of the Redwood City Code (except Section 12.7.1) <br />and adopting the new Article II of the Chapter 12 adopting Title 24, Part 9 of the California <br />Code of Regulations, namely the 2025 California Fire Code together with non-building <br />standards of 2024 International Fire Code, certain local amendments, exceptions, <br />modifications and additions thereto. <br /> <br />CEQA: <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined <br />in CEQA Guidelines, pursuant to Section 15378(b)(5) because it is an organizational or <br />administrative activity of government that will not result in direct or indirect physical <br />changes in the environment. Further, adoption of the proposed Ordinances and <br />resolution is exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3) <br />because it can be seen with certainty that adoption of this ordinance will not have a <br />significant effect on the environment. <br />
