DATE: October 27, 2025 <br />TITLE: BOARD OF PORT COMMISSIONERS OF THE CITY OF REDWOOD CITY - FISCAL YEAR 2025 <br />ANNUAL REPORT <br /> <br />Page 2 of 4 <br />granted public trust lands, including those managed by the Port, is a matter of statewide <br />authority and concern. <br /> <br />Federal Oversight – <br />The Port, as a federally regulated international port of entry, is obligated to comply with various <br />federal regulations, the first of which is compliance with Maritime Transportation Security Act <br />(MTSA) enacted in 2002 as a result of the 9/11 terrorist attacks on the nation. MTSA allows and <br />provides the federal oversight by the U. S. Coast Guard and the Department of Homeland Security <br />to regulate international facilities like ports and airports, including all international vessel traffic. <br />MTSA further outlines Maritime Security (MARSEC) to establish the varying security threats or <br />levels of operation for federally regulated facilities, as defined, like the Port. <br /> <br />Other federal agencies with regulatory oversight include the U.S. Army Corps of Engineers, the <br />U.S. Maritime Administration, the U.S. Federal Emergency Management Agency, the U.S. <br />Department of Homeland Security, the U.S. Department of Commerce, the U.S. Federal Maritime <br />Commission, the U.S. Customs and Border Protection, the U.S. Department of Transportation, <br />the Federal Railroad Administration, and numerous other federal agencies. <br /> <br />Fiscal Year Overview – <br />The Port drives economic prosperity and creates jobs by connecting South San Francisco Bay with <br />ports across the world. Safety and security of the Port, its people, the community, and the <br />surrounding environment are paramount in its day-to-day operations. This is accomplished <br />through strategic collaboration with federal, state and local partners to ensure the Port is a vital <br />link to the world for businesses and consumers throughout Silicon Valley and beyond. <br /> <br />Additionally, the Port has been designated by the federal government and the state Cal-OES <br />system as the South San Francisco Bay’s federal staging area for the deployment of first <br />responders and emergency resources for Redwood City and the broader peninsula/south bay <br />region during catastrophic events, including but not limited to, earthquakes, natural or man- <br />made disasters, etc. <br /> <br />As of June 30, 2025, the Port continues to establish an upward trajectory in our cargo operations <br />and revenue for the fiscal year. The Port closed its fiscal year favorably with a record breaking <br />$10.7 million in Gross Revenue. Additionally, cargo tonnage and property rental/leases <br />increased, including new businesses, demonstrating positive growth for FY25 of 5.0%, or <br />$540,000, exceeding the prior fiscal year of $10.2 million. The Port’s Net Income, after <br />subvention, is $2.3 million. <br /> <br />The total cargo tonnage for FY24 ended with 1.5 million metric tons (MMT) of cargo, a decrease <br />from 1.8 MMT in the previous year’s tonnage. The reduction of cargo tonnage can be attributed <br />to several factors including the federal tariff implications, market conditions, and the <br />construction sector. <br /> <br />6.B. - Page 2 of 4 <br />10
