(dba: Telecommunications Engineering Associates (TEA) for LawNet <br />monitoring, support, upgrades, and to provide professional telecommunications engineering services to <br />manage and maintain the City's radio base station and public safety console equipment <br />RECOMMENDATION <br />By motion, determine that, due to the availability and proprietary nature of the services requested, there <br />is only one reasonable and practicable source for the required service and the contract may be awarded <br />without a competitive bidding process, and approve and authorize the City Manager to execute a three <br />(3) year agreement not to exceed $195,552 between the City of Redwood City and Telecommunications <br />Engineering Associates (TEA) to provide LawNet support services, upgrades, and public safety <br />communications equipment maintenance and repair for the period of July 1, 2025 through June 30, 2028 <br />(requires 5/7 vote). <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Public Safety <br />BACKGROUND <br />Since 2009, the City has utilized Telecommunications Engineering Associates (TEA) to provide LawNet and <br />police radio base/console support services. LawNet is the information sharing network utilized by every <br />law enforcement agency in San Mateo County, including the California Highway Patrol. The service <br />provides access to California Department of Justice and local law-enforcement resources, Countywide <br />response protocols, emergency translation cards in seven different languages, as well as other resources <br />and information. <br />8.D. - Page 1 of 17 <br />308
