Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />The Redwood City Police communications system is made up of multiple pieces of hardware that is <br />deployed in multiple areas of the City and utilizes three main radio channels dedicated to the Redwood <br />City Police Department. The system is also linked to dozens of other police radio channels that we have <br />access to but are not required to maintain ourselves. The police communications system is based out of <br />the Redwood City Police Department’s Communications Dispatch Center, but antennae and repeaters are <br />deployed throughout the city. An emergency amateur (HAM) radio system is operated out of the Police <br />Department and the Public Works Services Department also shares some of the communications <br />infrastructure for their radio system. <br />Radio communications are critical for the safe and efficient operation of the Police Department. Any <br />disruption of radio communications severely hinders operations and must be addressed immediately. TEA <br />provides preventive maintenance service for the hardware in the field, and in the communications center <br />to prevent disruptions when possible. When equipment fails, TEA corrects the problem, sometimes <br />remotely, and sometimes by going out in the field. An understanding of the interconnectivity of our <br />specific communications hardware, computer aided dispatch (CAD) software, and phone company 911 <br />equipment is a critical skill required of any company providing support services for the system. <br />ANALYSIS <br />TEA is the original content creator of LawNet and is the only provider of LawNet services in San Mateo <br />County. TEA provides police radio base/console support to multiple other San Mateo County agencies <br />who maintain their own equipment. The company’s proprietary knowledge of communications hardware, <br />associated CAD systems, and interconnectivity of the 911 phone network to these systems, accompanied <br />by a history of excellent reliability, and reasonable pricing, has made competition in the local market non- <br />existent. <br />Per section 2.67.4 (A) of Chapter 2, Article VII in the City’s Municipal Code, Sole Source: A purchase may <br />be made or contract awarded without a competitive bidding process when there is only one reasonable <br />and practicable source for the required goods, materials, equipment, supplies or support service because <br />of its uniqueness, quality, durability, availability, compatibility with existing City programs, equipment or <br />systems or fitness for a particular use. Such a sole source purchase must be determined to meet these <br />requirements and be recommended for approval by the City Manager and shall be approved only on the <br />affirmative votes of at least five members of the City Council. <br />FISCAL IMPACT <br />The contract will compensate TEA at a flat-rate amount of $5,432.00 per month ($65,184 per fiscal year) <br />for maintenance, repair, and LawNet services. The total amount charged over the length of the contract <br />shall not exceed $195,552. The Fiscal Year 2025-2026 Adopted Budget includes funding for the first year <br />of this contract. Funds will be allocated for FY 2026-2027 and FY 2027-2028 within the Police Department <br />budget. <br />8.D. - Page 2 of 17 <br />309
