Redwood City Police Department <br />Redwood City PD Policy Manual <br />Military Equipment Use <br />Copyright Lexipol, LLC 2022/03/23, All Rights Reserved. <br />Published with permission by Redwood City Police <br />Department <br />DRAFT Military Equipment Use 6 <br />703.11 SECTION ONE EQUIPMENT <br />Equipment Type: 5.56mm Automatic/Semiautomatic Rifles and Ammunition - CA Gov’t <br />Code §7070(c)(10) <br />Equipment: Colt M4 rifle <br />Quantity Owned/Sought: 15 owned Lifespan: Approximately 15 years <br />Equipment Capabilities: The M4 is a gas operated, magazine fed semi-automatic/automatic <br />rifle firing a .223 Remington or 5.56mm NATO caliber projectile. The rifles are only <br />issued/used by SRT. Rifles are equipped with lighting and optics as appropriate for the <br />assignment. <br />Manufacturer Product Description: The Colt M4 is a lightweight, magazine fed, gas- <br />operated, air-cooled, shoulder-fired rifle capable of single-shot semiautomatic fire or <br />automatic fire by the use of a selector lever. <br />Purpose/Authorized Uses: SRT Team Officers may deploy the M4 rifle in any circumstance <br />where the officer can articulate a reasonable expectation that the rifle may be needed. <br />Examples of some general guidelines for deploying the patrol rifle may include but are not <br />limited to: <br />1. Situations where the officer reasonably anticipates an armed encounter. <br />2. When an officer is faced with a situation that may require accurate and effective fire at <br />longer range. <br />3. Situations where an officer reasonably expects the need to meet or exceed a <br />suspect's firepower. <br />4. When an officer reasonably believes there may be a need to fire on a barricaded <br />person or a person with a hostage. <br />5. When an officer reasonably believes a suspect may be wearing body armor. <br />6. When authorized or requested by a supervisor. <br />Fiscal Impacts: Initial cost of approximately $1500 each. Twelve rifles were purchased in <br />January of 2013 and are in very good condition. Three additional rifles were purchased in <br />2023 to ensure all SRT Team members have an assigned rifle issued to them. Cost was <br />$3,259.00. Ammunition costs will vary annually and are detailed in the Annual Military <br />Equipment Use Report available at the Department website. <br />Legal/Procedural Rules Governing Use: All applicable State, Federal and Local laws <br />governing police use of force. Various Redwood City Police Department Policies on Use of <br />Force and Firearms. <br />Training Required: In addition to M4 rifle and standard SRT Operator training, SRT <br />Operators must successfully complete a CA POST certified SWAT course as well as regular <br />SWAT training and quarterly qualifications as required by law and policy. <br />Other Notes: None. <br />8.G. - Page 10 of 44 <br />378
