LRAD voice broadcast systems are louder and significantly <br />more intelligible than bullhorns and vehicle public address (PA) systems. LRAD systems <br />ensure law enforcement’s warning, commands, and instructions are clearly heard and <br />comprehensible. <br />Manufacturer Product Description: With its unique and proprietary HyperSpike technology, <br />the LRAD, is a self-contained, portable acoustic hailing device. Weighing as little as 12 lbs, <br />the LRAD packs a peak acoustic output of up to 144dB for a communication range of 750+m. <br />Easily accessible, the built-in high frequency alert tone is readily activated with the push of a <br />button. The LRAD easily penetrates high background noise environments to ensure that <br />unmistakable commands and piercing alert tones are heard. Exceeding traditional <br />megaphones and common hailing devices, the LRAD brings clear and intelligible commands <br />and authoritative messages to the intended target with an exceptional STI rating of 0.85 out of <br />1.0. <br />Purpose/Authorized Uses: To be used to issue warning orders, evacuations orders, or <br />provide critical information during natural disasters. The LRAD can be used to give dispersal <br />orders, provide instructions, or deliver other communications during large gathering such as <br />protests, parades, or festivals. It can be used in emergency situations such as missing <br />persons, barricaded subjects, and high-risk search or arrest warrants. The RAD can be used <br />during search and rescue operations to communicate with individuals who may be lost, <br />trapped, or otherwise in need of assistance. It can also be used during traffic control <br />situations during large events or emergencies where standard traffic management methods <br />are inadequate. The LRAD may only be deployed with the approval of the Watch Commander <br />or Incident Commander. The LRAD’s warning tone shall not be used under any <br />circumstances. <br />Fiscal Impacts: Initial cost was $4,173.00. It is estimated to cost between $0 and $1,000 <br />annually to maintain. <br />Legal/Procedural Rules Governing Use: It is the policy of the RCPD to utilize the LRAD <br />only for official law enforcement purposes, and pursuant to State, Federal, and Local laws. <br />Training Required: Only officers who have completed department approved training on the <br />LRAD’s operation and deployment may use the device. <br />Other Notes: None. <br />8.G. - Page 25 of 44 <br />393
