No formal action on the project will be taken at the meeting. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />On October 17, 2025, the City received a Notice of Intent (NOI) from Eden Housing (“Applicant”) to submit <br />a future application utilizing the state Streamlined Ministerial Approval Process under the state’s <br />streamlining legislation for certain housing development projects (SB 35 as amended by SB 423, <br />collectively “SB35”) for a 100% affordable housing project at 705 Veterans Boulevard. SB 35 was originally <br />enacted in 2017 and became effective on January 1, 2018. The law applies to local jurisdictions where <br />the construction of new housing units by developers has not met planning goals established through <br />the Regional Housing Needs Allocation (RHNA) process. Currently, Redwood City has made sufficient <br />progress in meeting the above-moderate income RHNA goals, so a developer would need to provide at <br />least 50% of the project’s units as affordable to lower-income households [80% of Area Median <br />Income (AMI)] to be eligible for SB 35 streamlining. The purpose of this law is to encourage housing <br />development by fast-tracking the permitting process for qualifying housing projects when jurisdictions <br />fall short of state housing goals. To qualify for SB 35 streamlining, a housing project must conform to <br />objective development standards, agree to pay prevailing wages, meet minimum affordable housing <br />requirements, and meet a series of state-mandated eligibility criteria. <br />9.A. - Page 1 of 7 <br />425
