Page 2 of 9 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />funding approaches, and guiding the transition to a proactive and resilient stormwater program that <br />addresses flooding, sea-level rise, and regulatory compliance. <br />Current City Practices <br />Current Stormwater Projects <br />Redwood City is advancing several major stormwater projects to address aging infrastructure, flood <br />protection, water quality, and regulatory compliance. Key efforts include rehabilitation of the Bradford <br />and Price stormwater pump stations, early planning for the Redwood Shores Sea Level Rise Protection <br />Project, and watershed studies focused on Redwood Creek. The City budgets for targeted storm drain <br />upgrades, annual maintenance of tidal-adjacent channels, and green infrastructure projects such as the <br />Red Morton Stormwater Capture Project. Additional investments include trash capture systems and other <br />best management practices to maintain compliance with the Municipal Regional Stormwater Permit, <br />which regulates stormwater discharges and requires municipalities to reduce pollutants and protect water <br />quality. <br />Maintenance Practices <br />The City’s stormwater system is maintained by the Public Works Services Department through a <br />combination of routine inspections, preventive care, and contracted support. Pump stations are serviced <br />regularly, with wet well cleaning and debris removal timed to storm season demands. Catch basins, <br />channels, and culverts are cleared annually and after major storms, while levees receive semi-annual <br />inspections to ensure integrity and access. The City also contracts for annual lagoon maintenance in <br />Redwood Shores and manages bioretention facilities on a five-year cycle, coordinating with property <br />owners where green infrastructure is privately installed. <br />Funding Sources <br />Stormwater projects are financed through a mix of local capital and operating funds as well as regional, <br />state, and federal grants. The Capital Outlay Fund, supported by the Utility Users Tax, provides limited <br />internal funding for stormwater infrastructure improvements, while Federal Emergency Management <br />Agency (FEMA) and Congressional Community Project Funding have supported major rehabilitation <br />projects. Additional grants have been secured from the California Natural Resources Agency, <br />Environmental Protection Agency (EPA), and the City/County Association of Governments of San Mateo <br />County. Routine maintenance relies primarily on Public Works Services’ operating budget, but without a <br />dedicated stormwater utility or revenue stream, the City continues to depend on one-time allocations and <br />competitive grants for larger scale projects. <br />Stormwater Challenges <br />Redwood City’s stormwater system faces significant challenges related to aging infrastructure, limited <br />capacity, regulatory compliance, and increasing climate risks. Localized flooding occurs due to tidal <br />backflow from the Bay, undersized and/or aging pipes, and sediment or debris accumulation. These <br />problems are compounded by sea-level rise and shallow groundwater emergence, which are expected to <br />increase flood risk in low-lying neighborhoods such as Redwood Shores, Friendly Acres, Centennial and <br />11.A. - Page 2 of 53 <br />433
