Page 8 of 9 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Regardless of location, projects that ensure the stormwater system operates safely and effectively are <br />viewed as advancing equity by providing consistent protection and access to all residents. <br />FISCAL IMPACT <br />The City’s stormwater program does not currently have a dedicated revenue stream, relying instead on <br />General Fund and Capital Outlay Fund appropriations for both operating and capital expenditures. The <br />City also seeks grants for capital projects. As future operating and capital funding requirements are <br />refined, potential revenue strategies may be evaluated, including pursuit of external grant funding, <br />reallocation of existing revenue sources, financial modeling of user charges under various funding <br />mechanisms, and community polling to assess support levels. <br />Potential mechanisms include a special tax (e.g., parcel tax or Community Facilities District), which offers <br />flexibility to fund both operations and capital projects but requires two-thirds voter approval, or a <br />property-related fee, which must demonstrate a direct cost nexus and requires majority approval by <br />property owners. A funding feasibility study, including rate modeling and impact analysis, is a <br />recommended next step to help determine the most viable long-term approach. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may provide feedback to staff during this study session regarding the infrastructure <br />master plans related to the City’s stormwater utilities. <br />ATTACHMENTS <br />Attachment A – Stormwater Roadmap <br />11.A. - Page 8 of 53 <br />439
