Addressing climate resiliency requires long-term planning and design adjustments <br />that anticipate and mitigate these evolving risks. <br />4.2.4 Water Quality <br />Water quality is a core component of the City’s stormwater responsibilities, particularly under the <br />regulatory framework of the MRP. The permit requires the City to implement best management <br />practices to reduce trash, sediment, and pollutant loads entering San Francisco Bay. Compliance <br />with these requirements includes installation and maintenance of full trash capture devices, as <br />well as stormwater treatment through green infrastructure, where feasible. In addition to meeting <br />regulatory mandates, improving stormwater quality supports ecosystem health and reduces the <br />environmental impacts of urban runoff. <br />4.3 Critical Stormwater Infrastructure Issues for Redwood City <br />Several components of Redwood City’s stormwater system are considered critical infrastructure <br />in need of near-term repair or upgrade. These assets either protect vulnerable neighborhoods, <br />support systemwide drainage capacity, or are required for regulatory compliance. The following <br />elements have been identified as priority needs based on recent studies and capital planning <br />documents. <br />4.3.1 Levee System Upgrades <br />One of the most pressing needs is raising the levee system along Redwood Shores. Much of the <br />existing levee alignment is unaccredited by FEMA and was not designed to meet future 100-year <br />coastal flood elevations, particularly under sea level rise projections. The Sea-Level Rise <br />Vulnerability and Adaptation Planning Study recommends elevating shoreline protection from 13 <br />– 15 feet to 16 – 17 feet NAVD88 to reduce flood exposure and maintain FEMA certification (ESA, <br />2024). <br />4.3.2 Pump Station Rehabilitation <br />Upgrading critical stormwater pump stations is also an immediate priority. The Bradford and Price <br />pump stations are in low-lying areas that do not drain by gravity and are highly vulnerable to tidal <br />backflow. These facilities are outdated and undersized for 100-year design storms under both <br />current and projected conditions. Although the City has secured federal and local funding for their <br />rehabilitation, design and construction remain ongoing or pending (ESA, 2024; FY 2024 – 25 <br />Adopted Budget, Redwood City, 2024). <br />4.3.3 Associated Pipe Network Improvements <br />To fully support pump station performance, associated storm drain trunk lines must also be <br />upgraded. Many of these pipe networks lack sufficient capacity for a 10-year or 30-year storm <br />event and are at risk of surcharge or structural failure during major rainfall. The Eastern Low- <br />Lying Area Drainage Master Plan recommends upgrading many pipe networks to meet 30-year <br />capacity to reduce flooding and support coordinated pump station performance (Wood Rodgers, <br />2017). <br />11.A. - Page 20 of 53 <br />451
