Redwood City Stormwater Roadmap <br />Current Stormwater Challenges <br />September 2025 4-4 Schaaf & Wheeler <br />4.3.4 High-Risk Pipe Condition Assessment <br />A condition assessment is recommended for the City’s pipe networks. The assessment should <br />focus on CMP segments, steep segments, and bay land segments. Corrugated segments are <br />highly susceptible to corrosion and collapse, particularly under high flow or tidal conditions. <br />Currently, the City lacks CCTV or structural condition data for many of these assets, making <br />proactive inspection and prioritization essential. <br />4.3.5 Trash Capture and Water Quality Compliance <br />Compliance with the MRP remains a high-priority regulatory requirement. Redwood City must <br />achieve full compliance with trash capture requirements, either through full trash capture systems <br />or equivalent measures, by December 31, 2025. “Full trash capture” refers to a system that can <br />capture and remove all trash particles larger than 5 millimeters from stormwater runoff. While the <br />City has allocated $325,000 for MRP compliance in FY 2025 – 26, additional investment will be <br />required to achieve full system compliance (FY 2025 – 26 Adopted Budget, Redwood City, 2025). <br />4.3.6 Redwood Creek Channel Integrity <br />Structural assessments of the Redwood Creek concrete channel have identified cracking, <br />undermining, joint separation, panel displacement, and localized erosion. These conditions pose <br />a long-term risk to both conveyance capacity and adjacent infrastructure. Findings were <br />documented in a deficiency review by BKF Engineers (Redwood Creek Deficiency Review, BKF <br />Engineers, 2012) and in a more recent inspection by Wood Rodgers (Redwood Creek Structural <br />Assessment, Wood Rodgers, 2023). <br />Two channel failures were reported in 2023 and 2024 at 1525 Connecticut and 1891 Palm <br />Avenue, respectively, both occurring following storm events. Although the City has completed <br />permanent repairs at these sites, the channel remains vulnerable due to the high flow volumes it <br />conveys during major storms. Ongoing monitoring and targeted repairs are a priority to address <br />this risk. <br />11.A. - Page 21 of 53 <br />452
