Although the City’s standards require 100-year capacity, the 30-year storm was <br />recommended for capital improvements due to feasibility constraints. <br />The industry standard for closed conduit systems is typically the 10-year design storm, consistent <br />with the County of San Mateo’s Drainage Manual (2023). The City should consider updating its <br />design criteria to require 10-year capacity with the hydraulic grade line at least 0.5 feet below the <br />inlet rim and provide 100-year capacity within the public right-of-way, to better align with industry <br />standards and provide a realistic performance metric. <br />Additionally, the City should consider defining design criteria for other infrastructure types: <br /> Pump stations: Design for the 100-year storm event. <br /> Open conveyance systems: Design for the 100-year storm event. <br />Refining design criteria for stormwater infrastructure will aid the City in effectively and sustainably <br />managing stormwater flooding. <br />5.3 Groundwater Monitoring <br />The Sea-Level Rise Vulnerability and Adaptation Planning Study highlights the rising risk of <br />shallow groundwater emergence, particularly in low-lying neighborhoods such as Redwood <br />Shores (ESA, 2024). While specific depth thresholds are not prescribed, the report calls for the <br />City to: <br /> Begin incorporating groundwater monitoring and modeling into planning for capital <br />projects; and <br /> Use groundwater-aware design practices to reduce risks of infrastructure buoyancy, <br />corrosion, and infiltration failures (ESA, 2024). <br />11.A. - Page 23 of 53 <br />454
