Redwood City Stormwater Roadmap <br />Recommended Assessments <br />September 2025 6-1 Schaaf & Wheeler <br />6 Recommended Assessments <br />Redwood City is actively advancing several high-priority stormwater and flood protection projects, <br />such as the Redwood Shores Sea Level Rise Protection Project, which will enhance shoreline <br />levees to meet FEMA accreditation criteria and account for projected sea-level rise scenarios <br />(Redwood Shores Sea Level Rise Protection Project RFP, 2025). The City is also progressing <br />with rehabilitation of critical pump stations, including Bradford and Price, and has secured funds <br />toward the Redwood Creek Watershed and Wetland and Capacity Assessment. <br />Although the City has made progress addressing high-risk stormwater infrastructure, the overall <br />stormwater system has not been fully evaluated in more than 40 years. To support long-term <br />planning, Schaaf & Wheeler recommends completing a Stormwater Master Plan, the first since <br />1986. Stormwater Master Plans should be updated every 20 years to identify and prioritize system <br />improvements based on current design standards, current conditions, and regulatory <br />requirements. <br />In addition to the Stormwater Master Plan, the City is required by local agencies, like the San <br />Francisco Bay Regional Water Quality Control Board and BCDC, to complete several near-term <br />assessments and regulatory compliance projects. These efforts can be coordinated with the <br />Master Plan to improve efficiency and reduce duplication. <br />6.1 Stormwater Master Plan <br />The recommended Stormwater Master Plan typically contains the elements and sub- <br />assessments as outlined in the following section. Schaaf & Wheeler has included a cost estimate <br />range for the completion of each component. The City may choose to complete components <br />separately if funding does not allow for a holistic study. However, we recommend the Stormwater <br />Master Plan be completed unilaterally to maintain consistency, prevent systemic bottlenecks, and <br />reduce the overall cost of completing the assessment. <br />6.1.1 Data Gaps Analysis <br />A data gaps analysis is recommended to include a review of previous studies, available GIS data, <br />topographic information, as-built drawings, analyses, and aerial imagery. From the review, the <br />consultant should identify potential missing information that would be vital to the condition <br />assessment and capacity analysis and highlight areas for field verification. Appendix A may be <br />used as a starting point for the data gaps analysis. <br />Estimated Cost: $10,000 to $20,000 range <br />6.1.2 Topographic Surface Information Collection <br />A comprehensive bare earth topographic citywide surface should be developed, including open <br />channel and creek geometries and topography in the overbank areas. The measured ground <br />surfaces may be utilized to develop water levels in drainage channels, detention basins, creeks, <br />and lagoons. Bathymetric survey measurements are recommended for lagoons, basins, and <br />creeks. Existing topographic survey information should be reviewed to identify data gaps and <br />determine focus areas. <br />Estimated Cost: $300,000 to $600,000 <br />11.A. - Page 24 of 53 <br />455
