The goal is to support a repeatable, scalable program for long-term maintenance <br />planning and performance tracking. <br />Finally, the assessment should examine organizational structure and staffing. Redwood City has <br />maintenance staff dedicated and budgeted for stormwater infrastructure. However, the City’s <br />Engineering and Transportation Department handles stormwater projects on a project basis. The <br />study should evaluate whether creating a dedicated stormwater team would increase operational <br />efficiency and reduce long-term system risks. <br />Estimated Cost: $40,000 to $60,000 <br />6.1.12 Developing the Master Plan <br />The Master Plan documents should summarize the above-mentioned items, including the entire <br />existing storm system, outline the system’s current performance, detail areas currently subject to <br />flooding, list and prioritize improvement projects, include a cost estimate for all improvements, <br />and summarize all technical methodologies and model results. The report will also include an <br />operation and maintenance plan and financial analysis. <br />Estimated Cost: $40,000 to $50,000 <br />6.1.13 Conceptual Designs <br />In collaboration with the City, the highest priority projects crucial to successful CIP implementation <br />should be listed. Conceptual designs for these projects should be developed, which will serve as <br />the basis for more detailed planning and eventual implementation. These conceptual designs are <br />intended to be comprehensive enough to demonstrate the viability and potential impact of the <br />proposed improvements. By having these plans at a planning level of detail, the City can enhance <br />its competitiveness when seeking funding opportunities through grants and other sources. <br />Estimated Cost: $50,000 to $100,000 <br />The components illustrated above may be completed separately from each other if funding does <br />not allow. However, we recommend the Stormwater Master Plan be completed sequentially under <br />a single analysis, which is typical of master planning efforts. This reduces the total cost, time, and <br />risk of duplication.
