<br />6.2 Regulatory Compliance Projects
<br />In addition to the Stormwater Master Plan, the City should be adhering towards near-term and
<br />ongoing compliance projects, like the National Pollutant Discharge Elimination System (NPDES)
<br />and the Regional Shoreline Adaptation Plan (RSAP). While both are inherently separate efforts
<br />to the Stormwater Master Plan, they may complement each other, which would streamline
<br />processes for the City.
<br />6.2.1 NPDES Compliance
<br />Redwood City, as a regulated Phase I MS4 permittee, must comply with the NPDES MRP 3.0,
<br />issued by the San Francisco Bay Regional Water Quality Control Board and effective July 1, 2022.
<br />The City is required to reduce pollutants in stormwater runoff through provisions related to new
<br />development (Provision C.3), trash load reduction (Provision C.10), illicit discharge control, and
<br />public education.
<br />Under Provision C.10, Redwood City must achieve full compliance with trash capture
<br />requirements, either through full trash capture systems or equivalent measures, by December 31,
