Redwood City Stormwater Roadmap <br />Appendix A: Data Review <br />September 2025 A-5 Schaaf & Wheeler <br />These documents support system planning and capital improvement design. Most other pump <br />stations are represented in the 2024 inspection reports and asset inventory. However, detailed <br />design documentation may be limited for lower-priority infrastructure. <br />A.2.3 ICM Models <br />The City maintains hydraulic ICM models of the Redwood City downtown area. <br />A.2.4 Existing Master Plans <br />The City maintains extensive documentation of local flooding sources and hydrologic/hydraulic <br />modeling across various watersheds. These studies provide the foundation for stormwater <br />planning and future capital improvements: <br /> Eastern Low-Lying Area Drainage Master Plan (Wood Rodgers, 2017) <br />This study developed a calibrated InfoWorks ICM model for seven primary watersheds <br />and associated pump stations. It evaluated system performance under the 10-, 30-, and <br />100-year storm events, identifying capacity deficiencies, structural vulnerabilities, and <br />critical flood-prone areas. Results were used to score and prioritize improvements based <br />on flood risk, infrastructure condition, and environmental constraints. The plan also <br />included detailed cost estimates and a phased 10-year Capital Improvement Program <br />(CIP). <br /> Transit District and 901 El Camino Real Redevelopment Studies (Wood Rodgers, 2018 <br />– 2020) <br />These technical memoranda refined the 2017 ELLA model to evaluate proposed land <br />use changes and new drainage infrastructure near downtown. Updated 30- and 100- <br />year floodplain extents informed mitigation strategies, including upsized dual-box <br />culverts, onsite detention, and finished floor elevation adjustments to maintain or <br />improve levels of service in redeveloped areas. <br />These recent efforts build on prior investigations, including: <br /> Storm Drainage Master Plan (Kennedy/Jenks/Chilton, 1986) – The City’s last <br />comprehensive citywide drainage master plan, which provided baseline system mapping <br />and capacity analysis. <br /> Redwood Shores Coastal Engineering Assessment (Moffatt & Nichol, 2009) – Evaluated <br />the Redwood Shores levee system for wave run-up, freeboard, and FEMA accreditation <br />needs. The study identified necessary elevation improvements to meet future coastal <br />flood conditions. <br /> Redwood Creek Deficiency Review (BKF Engineers, 2012) – Structural inspection and <br />risk evaluation of the concrete-lined sections of Redwood Creek. <br /> Flood Insurance Study (FEMA, 2017) – Region-wide floodplain mapping, hydraulic <br />modeling, and base flood elevations for Redwood Creek, Cordilleras Creek, and <br />adjacent flood-prone areas. <br />11.A. - Page 44 of 53 <br />475
