Redwood City Stormwater Roadmap <br />Appendix A: Data Review <br />September 2025 A-10 Schaaf & Wheeler <br /> Ravenswood Pond Complex Joint Operations Plan (OneShoreline, 2023) <br />This joint plan between Redwood City, the U.S. Fish and Wildlife Service, and the San <br />Mateo County Flood and Sea Level Rise Resiliency District outlines coordinated flood <br />mitigation strategies using the Ravenswood pond complex. The plan defines seasonal <br />gate operations, diversion protocols, and emergency response procedures to manage <br />flood risks under both current and projected sea level conditions. <br /> 901 El Camino Real, Redwood City – Flood Study Memorandum (BKF, 2023) <br />This flood study evaluated the impacts of redevelopment at 901 El Camino Real using <br />two-dimensional HEC-RAS modeling. It assessed the effects of the proposed project on <br />flood elevations and extents during 30- and 100-year events and confirmed compliance <br />with City design thresholds. <br /> 901 El Camino Real – Supplemental Flood Study Memorandum (BKF, 2024) <br />This follow-up memorandum provided refined grading and drainage analyses, <br />demonstrating that minor street grading adjustments along James Avenue improved <br />conveyance and reduced localized flooding risk while maintaining flood compliance. <br />A.3.4 Green Infrastructure <br />A.3.4.1 GIS Database <br />A GIS database for private and public green infrastructure locations and descriptions within City <br />limits is publicly available at Redwood City’s Green Infrastructure webpage. <br />A.3.4.2 Ordinance, Codes, and Design Guidelines <br />In 2019, the City adopted the Green Infrastructure Plan (City of Redwood City, 2019), which <br />outlines strategies for integrating green infrastructure (GI) into public and private development <br />projects. The plan provides implementation timelines, project identification processes, and <br />guidance for prioritizing GI installations that support long-term stormwater compliance goals <br />under the Municipal Regional Stormwater Permit. <br />The plan directs designers and reviewers to follow the San Mateo County Green Infrastructure <br />Design Guide (San Mateo Countywide Water Pollution Prevention Program, 2018), which <br />provides technical standards for bioretention, permeable pavement, infiltration systems, and <br />other low-impact development (LID) measures. Both the GI Plan and the County Design Guide <br />are publicly available. <br />Local green infrastructure requirements are codified in the City’s municipal code, including: <br /> Chapter 18, Article XIV – Local Development Standards <br /> Chapter 27A, Article II – Stormwater Treatment Measures and Maintenance Program <br />These regulations outline site design requirements, treatment performance criteria, <br />maintenance responsibilities, and inspection requirements for regulated GI facilities. <br />A.3.4.3 Inspection System <br />City staff provided an Excel spreadsheet with a comprehensive list of constructed green <br />infrastructure, including date of construction, location, ownership, and record of last inspection. <br />11.A. - Page 49 of 53 <br />480
