Redwood City Stormwater Roadmap <br />Appendix A: Data Review <br />September 2025 A-9 Schaaf & Wheeler <br /> Sea-Level Rise Vulnerability and Adaptation Planning Study (ESA, 2024) <br />This study evaluated the City’s shoreline for vulnerabilities to projected sea-level rise <br />and prepared recommendations for shoreline improvements. <br /> Redwood Shores Interior Drainage Analysis Shores Lagoon (BKF, 2010) <br />This study used HEC-HMS modeling to evaluate the lagoon’s response to a 100-year, <br />72-hour storm event. The analysis concluded that existing storage and pump capacity <br />were sufficient to maintain water levels 0.7 feet below critical thresholds. <br />Recommendations included potential manual valve operations during extreme storm <br />events to enhance flood protection. <br /> Redwood Shores Interior Drainage Analysis Area "A" Pond (BKF, 2010) <br />This assessment evaluated the interior drainage system and flood storage for Area "A" <br />Pond using 100-year storm event modeling. The study found the system capable of <br />managing peak runoff volumes and maintaining water levels below adjacent property <br />elevations. It also included recommendations for pump operation procedures. <br /> Redwood Shores Coastal Engineering Assessment (Moffatt & Nichol, 2009) <br />This assessment reviewed shoreline levee performance and coastal flood risks, <br />including scour, erosion, wave runup, and damage from burrowing animals. The study <br />presented recommendations for levee elevation improvements and enhanced <br />maintenance practices to support FEMA levee certification and long-term shoreline <br />resilience. <br /> Preliminary Engineering Report for the Redwood Shores Lagoon Management Program <br />(ESA, 2018) <br />The report evaluated hydraulic performance and recommended infrastructure upgrades <br />to improve water quality, manage sediment buildup, and preserve flood storage capacity. <br />A.3.3 Local Flood Management <br />A.3.3.1 City Observations <br />The City has provided a Google Earth KMZ file with pinned locations of resident-reported <br />drainage issues and City reported chronic flooding. <br />A.3.3.2 Existing Studies and Reports <br />The City maintains extensive documentation and technical analyses of localized flooding issues <br />within Redwood City. These studies help characterize chronic flooding areas, evaluate <br />proposed development impacts, and support coordinated flood management strategies. A few <br />include: <br /> Strategy to Address Flooding Problems in Friendly Acres/East Bayshore and Centennial <br />Neighborhoods (Redwood City, 2000) <br />This strategic plan addresses recurring flooding issues in the Friendly Acres, East <br />Bayshore, and Centennial neighborhoods. It defines a “reasonable” level of flooding, <br />recommends incremental improvements to the existing stormwater system, and outlines <br />policy changes aimed at improving long-term stormwater management. <br />11.A. - Page 48 of 53 <br />479
